The WaSH Head of Project is responsible for supervising the design, implementation, and management of Water, Sanitation, and Hygiene programs, including both hygiene promotion and Wat-San hard activities. This position involves leading teams in the construction and rehabilitation of water systems and sanitation facilities while promoting community engagement and behavioral change through hygiene education. The role requires strong technical expertise, project management skills, and the ability to collaborate with local authorities, community leaders, and stakeholders to ensure sustainable and effective WaSH interventions.

Key activities in your role will include

Objective 1: To lead quality and timely implementation of WaSH activities at base level in close collaboration with the MEAL department (40 %)

  •     Prepare, monitor, and update the project workplan in coordination with the WaSH Program Managers and other departments, ensuring that assessments, project activities, and objectives are completed with high quality. Communicate any delays or deviations to the line manager.
  •     Provide guidance to project teams during weekly planning meetings, organize field visits, prepare activity reports, maintain communication with donors and other departments for activity implementation, monitor ongoing activities, and ensure that plans align with the project workplan.
  •     Plan and collect systematically the means of verification for the project (attendance sheets, distribution list of beneficiaries, etc.).
  •     Ensure close technical follow-up of project activities with the field team, monitoring the quality and impact of community engagement, public health promotion activities, and sustainable development projects, as well as overseeing the delivery of services within the ITSs.
  •     Engage & Empower Communities: Facilitate community participation and collaboration with local leaders to ensure the sustainability and relevance of WaSH activities.
  •     Monitor & Evaluate Program Impact: Implement robust monitoring and evaluation mechanisms to assess project progress, impact, and adherence to health and safety standards.
  •     Prepare regular reports on the progress of the activities on the different locations. 
  •     Ensure that gender, protection, and other important cross-cutting concerns are taken into account in program design, implementation, and reporting; ensure that activities reflect the needs of specific groups and individuals e.g. IDPs, Host Community, elderly people, children and people with disabilities.
  •     Ensure Safe Water & Sanitation: Manage the construction, rehabilitation, and maintenance of water systems and sanitation facilities to provide access to clean water and safe sanitation.
  •     Analyze current public health promotion, community engagement and WaSH tools used at the field and base levels and provide constructive feedback for their regular adaptation and improvement.

Objective 2 : Team management and capacity building (20 %)

  •     Ensure clear and effective division of responsibilities and tasks within the field team to meet the program’s needs, establish clear performance objectives, and provide support to the team in achieving those objectives.
  •     To maintain a positive attitude and motivating working environment within the team ensuring achieving program’s needs
  •     Ensure the respect of ACF protocols and policies in office or in the field by his/her team, especially the respect to Action Against Hunger code of conduct and standard operating procedures and security rules. 
  •     Ensure staff appraisals are conducted so that the team receives adequate feedback on their performance, it serves to identify staff training needs, capacity development plans or performance improvement plans.  
  •     Manage the delivery of capacity building initiatives for ACF staffs and community members (developing capacity building plan, organizing trainings and coaching).
  •     Recruitment of Staff, developing Job Descriptions, conducting interviews, and inductions together with the WASH PM.

Objective 3 : Budget follow up, procurement, archiving and reporting (15%)

  •     Organize day-to-day logistics, administration, and personnel activities 
  •     Manage all related program equipment and materials in close consultation with Logistics. Maintain and ensure proper Project asset register.
  •     Contribute to the supervision, forecast and control of expenses related with the activities of the project (procurement planning) through budget forecast and budget follow up. 
  •     Ensure proper archiving of all the means of verification of the project and other technical project documentation (soft and hard copies) and using AAH online tools. 
  •     Provide verbal and written reports (APR and donors report) to the WaSH Program Manager for all PHP activities in all project that are up following donor reporting standards.

Objective 4 : Support the development of the PHP strategy with a behavioral change approach, and create plans for sustainable development solutions related to water and sanitation, in close coordination with the WaSH Program Manager and WaSH Coordinator. (20%)

  •     Support the development and implementation of the PHP strategy based on a behavioral change approach to public health promotion. 
  •     Design and lead the team for baseline data collection, participating in the identification of relevant indicators for the PHP program and analysis of collected data. 
  •     To design, implementation and monitoring of public health promotion activities based on baseline and communities’ feedback through a behavioral change and community engagement approach
  •     Monitoring disease trends and designing and implementing rapid and relevant interventions in response to possible outbreaks of water related diseases and/or other public health-related diseases
  •     Design interventions for specific target groups, e.g. schools, youth groups, men, women, elderly people and people with special need
  •     Work with the team to identify sustainable solutions for improving access to water and sanitation for both ITSs and the host community.

Objective 5: To contribute to the Coordination and Representation (5%)

Internal

  •     Ensure excellent coordination with all the WASH team and other departments to ensure smooth project implementation:
  •     Regular and transparent communication with her/his line manager;
  •     Report possible problems or conflict during the activities or within the team or the base;

External

  •     Ensure project coordination within the Water Sector relevant WG and other external stakeholders;
  •     Direct communication with local authorities and beneficiaries;
  •     Represent Action Against Hunger in technical humanitarian platform when requested by her/his line manager;

Objective 6: Security

  •     Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  •     Communicate to the security managers of the working location any security related information or noncompliance with the security plan
  •     Report possible problem or conflict during the activities

Objective 7: Support humanitarian activities of Action Against Hunger

  •     Support the emergency interventions of the organization as per the employee’s abilities.
  •     Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
  •     Promote gender equality within the humanitarian and/or development work

Objective 8: Gender & Safeguarding

  •     Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.
  • Knowledge and compliance with safeguarding policy.
Do you meet the profile required criteria?
  • A degree and/or master’s degree is desirable in fields such as civil engineering, environmental engineering, public health, community development, international development, human rights, or humanitarian project management.
  • Team leader, result oriented and professional humanitarian aid worker with experience of WaSH/social interventions. We are looking for a problem solver, with a flexible mind-set, the ability to deal with social WaSH solutions and to think strategically. Key requirements include:•    Technical knowledge in implementing soft and hard component within WaSH post-conflict interventions.•    Experience working in integrated programmes.•    WaSH engineering knowledge and experience (construction and rehabilitation).•    Excellent knowledge of project cycle management.•    Problem solving and analytical skills with the ability to assess challenges and recommend solutions.•    Strong staff management and leadership skills.•    Excellent diplomacy and representation skill.•    Ability to identify possible new activities and write clear and well-argued proposals and reports regarding his/her specific field of intervention
  •   At least 3 years of experience in implementing WaSH activities related to the construction of water and wastewater systems, including developing BOQs, designing and planning interventions, and coordinating with service providers.
