Project description
The Project concerns the promotion of a sustainable land, water and soil management through the reduction of soil erosion, improved water harvesting and respective trainings for the communities. The project is in accordance with the National Development Plan of Somaliland III (NDP III), in particular the priorities for the production sector therein.The project objective is to reduce soil degradation and erosion, stabilize the water balance and contribute to the stabilization and enhancement of agricultural and pastoral productivity. The project takes a catchment-based approach, combining measures in the area of soil and water conservation, water harvesting and accompanying measures.The project will be implemented in Somaliland in the Togdheer and Saahil Regions. The identified Area of Interest (AoI) covers three water catchments with a total surface of around 5,270 km². It spreads over three districts namely Burco, Oodweyne and Sheikh. Whereas Burco and Oodweyne districts belong to Togdheer Region, Sheikh district is part of Saahil Region. In the AoI, thirty-six (36) rural communities have been identified, this pre-selection is subject to validation in the project’s inception phase.The Project’s target group is the rural population in the selected rural communities. Population figures fluctuate substantially between the seasons due to a predominantly pastoralist population. The average population is estimated to 77,000 people. The vast majority of the population in the project region depends either directly or indirectly on livestock and livestock products for their livelihood. Agriculture is mostly rain-fed and characterized by a low productivity due to scarce and erratic rainfalls. At community level, local civil society actors play an active role for community development. Community-based organisations include Village Development Committees, farming cooperatives and women groups.The project implementation is expected to stretch over 60 months (five years) and is subdivided into three partly overlapping phases:
· Phase 1 (estimated duration 12 months) aims to establish the necessary information and knowledge base for the selection of infrastructure to be constructed, equipment to be procured, and accompanying measures to be carried out.
· Phase 2 (estimated duration 36 months) will see mainly preparation of detailed designs, procurement and construction activities of water harvesting structures, but also the implementation of accompanying measures as defined in Phase 1.
· Phase 3 (24 months, overlapping with Phase 2) will seek to scale up training activities and support the target group in management and O&M issues. It further comprises services during Defects Liability Period of construction contracts and closure of the project.

Qualifications
· M.Sc. in agricultural economy or in another relevant discipline with an overall professional experience of at least 10 years.
· Proven record and work experience with sector investment projects or programmes and, more specifically, with programme-based approaches, preferably in the agriculture and / or rural development sectors.
· Practical work experience in projects or programs of agriculture, in general, and sustainable Land, Water and Soil Management in particular is another prerequisite.
· Familiarity with participatory approaches to project planning, implementation as well as monitoring and evaluation.
· Long-standing work experience with managing projects and programs financed by international development agencies is a must, and should preferably also include experience with projects and programs financed by KfW.
· Good knowledge and work experience with relevant operational guidelines and procedures of the World Bank.
·Relevant country and regional experience would constitute an extra mark.
