Job Purpose
This person will provide technical support to program implementation, enhance capacity and skills development of the staff, conduct staff capacity building, training and refresher, WASH related meeting & workshop, prepare design, drawing of WASH facilities, ensure the quality of installation of WASH facilities in the intervention areas of Chattogram Hill Tract (CHT); Coordination and collaboration with GOB and other stakeholder, field activity follow up and take initiative to ensure quality services.
Key Responsibilities
- Develop structured activity plans aligned with the Annual Operating Plan (AOP), including detailed micro-level schedules.
- Design work plans for installing water, sanitation, and hygiene (WASH) facilities in communities, schools, and healthcare centers.
- Assess community needs, willingness to pay, and integrate indigenous knowledge into WASH initiatives and identify suitable locations and context-specific technologies for water/sanitation solutions, considering water scarcity challenges in Chattogram Hill Tracts (CHT).
- Conduct Training Needs Assessments (TNA) to identify skill gaps among staff and partners. Organise and deliver training sessions (workshops, orientations) to build staff capacity in WASH interventions.
- Provide hands-on technical guidance and mentorship to field staff for effective implementation of WASH interventions. Supervise construction activities to ensure compliance with design specifications, safety protocols, and structural integrity during facility installation.
- Monitor the quality of construction materials and ensure they meet approved technical standards before installation and monitor field activities regularly to ensure quality and provide feedback to staff for corrective actions. Track progress of Rural Sanitation Centres (RSC), Hard Core Poor (HCP) support, and Deep Tube Well (DTW) programmes.
- Coordinate with internal teams (e.g., managers, technical specialists) and external stakeholders (e.g., government engineers, NGOs). Support the operations team in executing programme activities and participate in weekly/monthly meetings. Promote hygiene education through campaigns to drive behavior change (e.g., handwashing, water safety plans, sanitation safety plans, menstrual hygiene management).
- Organise awareness events for WASH-related days (World Water Day, Global Handwashing Day, Menstrual Hygiene Management Day) with government agencies, schools, local partners, and communities.
- Contribute to advocacy initiatives by engaging with policymakers, local authorities, and stakeholders to improve WASH services in the region.
- Manage the WASH budget to ensure funds are used efficiently and transparently and prepare reports on programme progress, challenges, and outcomes for internal and external stakeholders.
SAFEGUARDING RESPONSIBILITIES
- Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme’s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
- Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
- Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.

Educational Requirements
Bachelor of Science in Engineering (Preferably in Civil Engineering). Diploma In Civil Eng. will be considered for experienced candidates. Master degree in Civil and Environment Engineering, Water Resource Engineering will get preference.
Experience Requirements
Minimum 03 years working experience on WASH activity implementation
