People in Need is a non-governmental, non-profit organization founded on the ideals of humanity, freedom, equality and solidarity.
People in Need was established in 1992 by a group of Czech war correspondents, journalists and activists and has grown to become one of the largest non-profit organization in Central and Eastern Europe.
Throughout our 30 years of existence, People in Need continues to engage in humanitarian aid, development cooperation, education and social inclusion.
We have been operating in Ethiopia since 2003, working in four regions; Oromia, Central Ethiopia, South Ethiopia, Sidama and Tigray in different multi sectoral projects in the areas of development and emergency response.
People in Need, from the very start of its operations in Ethiopia, has focused on projects in five main areas of interest: Education, Agriculture, Climate and Environment, Water and Social protection.

Place of Work: – Based in Addis Ababa with frequent field travel to PIN’s project sites in different regions as required.

Job Description
Main Duties and Responsibilities
- The Engineering Unit Coordinator, under direct supervision of head of programs and WASH and Infrastructure advisor (technically)and additional to his/her specific engineering assignments in the program/projects will Organize and oversee the day-to-day operation of the constructions in terms of material resources (materials and equipment), human and financial resources, compliance with schedules and budgets. Depending on the situation Prepare, verify, and approve various infrastructures designs with adequate structural analysis to be built in people in need operational areas and make sure it is according to the national standard and using cutting-edge technologies up to the level of Engineering standard.
- Responsible for all or part of a construction project across the mission, depending on its size. Must report to the line manager on all project’s status. Supervise the progress and quality of work; oversee the supply, quality and allocation of building materials under the supervision of the line manager and/or technical adviser. Compile and consolidate various construction project reports and contribute to program progress report.
- Lead and Administer contractual issues and deal with supplier representing PIN and Focal between programs and Procurement department. Ensure the procedure are adhering and inline to the organizational and/ or National procurement low. Participate in technical assessment, proposal development and assessment for new emerging projects. Produce various manuals and construction standard checklists together with the technical advisor and making sure it is applied on the ground.
Specific duties and responsibilities:
Organizational and technical management
- Design and/ or approve various construction plans and prepare the resources available for completion of the project (labor, equipment, materials).
- Design and Analyse technical data and calculate the human resources required.
- Implement all safety measures on site and promote safety culture among the ranks throughout the organization.
- Define, assign and coordinate the work of construction and technical teams.
- Serve as the main point of contact between the suppliers and PIN, arrange feedback, and progress meetings
- Check work progress schedules and make any necessary changes to agreed deadlines and budgets.
- Assist the technical teams with the execution of complex tasks.
- Set up and track projects using MS offices and related appropriate software.
- To carry out and document feasibility studies, including detail cost breakdown analysis.
- Prepares, supervises and approves the development of new techniques, and its implementation plus ensuring Lessons Learned are properly documented throughout the life of the project including Project Close-out
- To plan, develop and organize the construction effort to formulate the most cost-effective plan to timely completion within budget and to implement the execution of that plan in accordance with the approved Project Schedule.
- Monitor and report to the respective Program Manager and Head of programs on project details, including progress, risks and opportunities in a timely manner for the assigned construction projects.
- Ensures all changes to detail specifications, work scope and drawings are documented
HR Management
- Organize and coordinate technical teams.
- Give technical instructions and ensure they are followed.
- Transfer expertise to members of the team to build a high performing and productive technical team with in PIN. In particular, to take responsibility for coaching, mentoring and development of engineering staffs under supervision.
- To recruit and develop new staff for the department in line with PIN procedures and standards when required.
- To be technical expert and focal person for the engineering team, ensuring that staff have the skills and knowledge required for the job
- To set and communicate clear and well-understood team targets and communicate progress made.
- To monitor performance among the team and act when necessary to improve performance levels.
- Appraise the technical team together with program teams based on the performance and competency
- Identify technical gaps, capacities and prepare/ organize/ capacity building training together with technical advisor and HoP
- Help work teams maintain a positive attitude and appropriate work environment
Construction Supervision
- Supervise over all construction, maintenance and building renovation projects by coordinating the work of PIN on a particular project and ensuring that necessary workmanship, materials and equipment are on the job when required.
- Inspect all phases of building construction to ensure compliance with plans, specifications and regulations.
- Advise and support engineers on omissions and discrepancies in plans and specifications and assist in rectifying the problems.
- Prepare progress reports and approve progress payments for completed work on projects inspected.
- Prepare and or Revise estimates of quantities and construction costs.
Construction Administration
- Develops, implements and Evaluate and monitors contract documents by adhering to PIN and National Guideline and directives
- Prepares costs estimates, establishes the scope, schedule and budget for construction projects; negotiates and manages construction contracts
- Reviews construction specifications for compliance with Organization standards; interprets specifications and National policies and initiates or reviews change orders; prepares periodic project status reports
- Represents the organization with suppliers or contractors and issue various letters depending on the field reality and professional procedures
- Reviews contract documents for conformance with Organization’s standards prior to bid, including specification requirements associated with contract insurance, policies, contract bonds, safety program, construction schedules and technical specifications.
- Prepares specifications, related contract documents and Requests for Proposals, Lead on evaluation and selection of contractors
- Administer contracts, bidding, and oversees the day to day progress of contractors. Approves monthly progress payments, contract change orders; interpretation of project plans and specifications and coordinates final inspection(s).
Financial management
- To regularly monitor expenditure and recommend solutions that provide the best value for money in accordance with the allocated budget.
- To oversee the procurement of construction materials and ensure it is procured as per the specification
- To Ensure economical design is taking place considering the project demand and Budget limit
- Participate in PPRS and revise technical project budget with financial and project managers
- Adhere to PIN internal Financial systems
Coordination
- Coordinate Engineers and site supervisors plans and work executions
- Step in when Engineers are on leave and resign
- Actively Participate in weekly coordination meeting
- Actively Participate in procurement coordination meeting
- Coordinate with procurement and track material deliveries and returns for each work site
Other
- Perform other assignments corresponding to actual needs of the mission, program, units and project up on request of line manager/CMT (Country Management team)
- Substitute others related staffs during on absence while assigned by line Manager
- Understand and adherence to overall PIN code of conducts, policies, guidelines and manual
- Understand and Adhere to all donor’s and PIN’s guidelines and policies, with special focus on safeguarding and protection policies
ACCOUNCOUNTABILITY AND SAFEGUARDING including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH)
- Carry out the duties in accordance with the PIN Code of Conduct and Key policies.
- Participate in training and awareness raising (CoC and KP, Safeguarding…).
- Implement Safeguarding measures throughout the project cycle including a risk analysis related to SEAH and Child protection for each project and develop a mitigation plan accordingly.
- Ensure that his/her team members attend training and awareness sessions and carry out the duties in accordance with PIN Code of Conduct and Key policies. 
- Ensure that due diligence and/or capacity assessments of partners include an assessment of partners’ implementation of key safeguarding and risk policies/ procedure including the prevention of SEAH.
- Create and maintain a fulfilling and protective environment. 
General obligations and responsibilities
- The Employee is obligated not to purvey any information concerning any of PIN activities to outsiders (including former PIN employees, who may no more be informed about current process in PIN).

The Employee’s position within the institution requires contacts with outside; he or she therefore conveys a certain image of the PIN. Qualifications and requirements:
- A Master’s degree or Bachelor’s degree in Civil Engineering, Water Supply and Sanitation Engineering, Environmental Engineering, Public Health Engineering, Hydraulic Engineering, Sanitary Engineering, or other related fields
- At least 5 years of relevant professional experience in the WASH sector 3 years in humanitarian/emergency contexts is highly preferred
- Proven experience in planning, designing, and implementing WASH infrastructure (e.g., water supply systems, latrines, hygiene promotion activities) in emergency and post-emergency settings, Knowledge of SPHERE standards, WASH cluster coordination mechanisms, and humanitarian principles, Ability to conduct needs assessments and develop response plans, Experience working with displaced populations, host communities, and local authorities, Proficiency in preparing technical designs, BOQs, procurement specs, and monitoring construction works, Familiarity with gender-sensitive and inclusive WASH approaches, Strong interpersonal, communication, and report writing skills, Ability to work under pressure and in insecure environments, Knowledge of WASH software tools like AutoCAD, EPANET, or WaterCAD is an asset
- Culturally sensitive, the ability to work in teams/ isolated situation and stressful environments and under pressure of meeting deadlines.
- Previous working experience in the INGO environment
- Computer friendly (Word, excel, power point, outlook etc)
- knowledge of spoken & written Amharic and English.
