Title:               HYDROGEOLOGICAL STUDIES OF KALAHARI SEDIMENTARY BASIN (CUNENE AND CUVANGO PROVINCES).

The Government of the Republic of Angola (GoA) has received financing from the International Bank of Reconstruction and Development (IBRD) and the French Agency of Development (AFD) to implement the Climate Resilience and Water Security in Angola (RECLIMA) Project, whose objective is to improve water supply services and strengthen water resources management for climate resilience in selected areas and intends to carry out a hydrogeological studies of Kalahari sedimentary basin (Cunene and Cuvango provinces).

The main objective of this assignment is to assess the groundwater potential of selected areas of the Kalahari sedimentary basin within Angola, to elaborate a strategic plan and design of investments for groundwater development and management. The study shall assess the groundwater flow, hydrodynamics, recharge mechanisms, current groundwater uses, water balance, alluvial geometry and continuity, interrelations between different aquifers under study, identifying:

  • different (ground)water bodies,
  • recharge and discharge zones,
  • correlations of sedimentary environments,
  • geological structures (faults, folds, contacts,).

The Financial and Contract Management Unit (FCMU-WB/AFDB) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Consultant shall be a reputable Engineering Consultancy firm with:

 – 20 yearsÂŽ experience in water resources projects.

– At least three hydrogeological studies, including geophysical surveys, during the last 15 years.

– At least one water resources basin management plan, with groundwater flow from aquifers.

 -Working experience with projects in developing countries.

 – ISO certification

– Experience in Angola

Key Experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The establishment of the short-list and the selection procedure shall be in accordance with the World Bank’s “Selection Methods for Consultants” defined in the World Bank’s “Procurement Regulations for IPF Borrowers” fourth edition November 2020 (“Procurement Regulations”). A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations setting forth the World Bank’s policy on conflict of interest.
