The Government of Chongqing has received financing from the GEF 7 through the World Bank toward the cost of GEF7 China Sustainable City Impact Program: Guidelines for Collaborative Control of Cross Regional Water Flow Pollution Projects; Guidelines for Launching Emergency Plans for Cross Regional Heavy Pollution Weather and Methods.
The Services (Contract No.: CQ-CS-11) is about carrying out subject research, including but not limited to the formulation of work plan, the completion of relevant subject research reports, document management and translation as well as assisting and communicating the relevant work of all participants in the project.
The total effort input for the Services is estimated to be 34 person-months. The implementation period of the Services is expected to be 12 months. The assignment is expected to start in August 2025.
The procurement information of the Services will be advertised on China Tendering and Bidding Public Service Platform for World Bank projects (http://www.cebpubservice.com/) and Chongqing Public Resources Trading Center (https://www.cqggzy.com/)..
Chongqing Development and Reform Commission of Chongqing now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
(1) Have research experience in projects related to river basin pollution control;
(2) Have research experience in projects related to atmospheric environment;
(3) Have experience with grant or loan projects from international financial organizations or foreign government agencies;
(4) Must provide copies of contracts for relevant project performance, stamped with the official seal of the bidding unit.
Consultants shall provide contract copies of all relevant project performance records with official company seal.
Note: This consulting service is allowed to participate as a JV, while the members of a JV shall not exceed 2; and the qualification and project experience requirements are set for the JV as a whole, not for a JV member, namely the qualifications and project experience provided by any single member will be regarded as the qualifications and project experience of the JV as a whole.
The EOI submitted by a Consultant should include but not limited to the following content:
a.The Consultant’s legal name and business license
b.Detailed contact information
c.Brief introduction on the Consultant
d.The organization, staff composition and facilities of the Consultant
e.The Consultant’s project list in recent 5 years (from Jan. 2019 to present)
f.Other materials that can prove the Consultant’s capacity of performing the assignment
g.Power of Attorney
h.Copy of a letter of intent or existing agreement of JV or sub-consultants (if any). In case of a JV, each member of which will be jointly and severally liable to the contract if winning the bid.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the CQS method set out in the Procurement Regulations.
Interested consultants should submit Expressions of Interest before 9:30 a.m. Beijing time on April 14, 2025 (the time when the EOIs will be opened). Consultants should submit simultaneously: 1. Five (one original and 3 copies) printed copies (in person) in Chinese; 2. One editable electronic copy (via email) in Chinese.
