WASH team Leader is responsible for all WASH infrastructures projects in Aleppo and Idleb Governorates. H/She will be responsible for WASH team members and monitor their daily tasks. Provide strategic leadership to the WASH department with focus on strengthening the quality of the WASH programme Ensure compliance with SPHERE standards, Action Against Hunger WASH technical policy and good practices. Represent Action Against Hunger in relevant external coordination meetings (WASH Cluster, Technical Working Groups, Donors Meetings, national and local authorities, and WASH partners).
Key activities in your role will include
Objective 1: (Ensure timely and quality implementation of the WASH activities portfolio in the field base)
- Under the supervision of the program manager and the field coordinator and in coordination with the WASH coordinator, ensure managing WASH team in the base, technical coordination, and implementation of WASH emergency and post-emergency/early recovery interventions focused on providing humanitarian assistance to the man-made or natural affected people.
- Provide appropriate levels of management to the WASH team regarding all ongoing project activities, while maintaining and implementing sector standards and best practices in line with Action Against Hunger policies and procedures.
- Ensure adherence to the program implementation plan as agreed with local authorities and agencies, and in line with validated plans, budget, and timeframes.
- Prepare and coordinate work plans to achieve project outcomes and results.
- Contribute to the implementation of the log/kit forms and procedures relating to the supply chain, procurement, attending bid opening sessions and contributing to the technical evaluation process and transport/movement.
- Support Field Coordinator, Program Manager, and the WASH team with the establishment, monitoring, and delivery of WASH program-level strategies, plans, targets, indicators, and work plans, verifying budgets against forecasts.
- Identify, and anticipate in a timely manner, potential risks, and issues, and advise mitigating measures to the Program Manager, Field Coordinator, and the WASH team/partner.
- Assist the WASH Coordinator and Field Coordinator in supporting key stakeholders to continuously identify and improve operational processes relevant to project implementation.
- Ensure the implementation of cross-cutting themes (gender mainstreaming, protection mainstreaming, conflict-sensitivity, and environmental sustainability) is integrated into the WASH portfolio under the guidance of the WASH Coordinator, FC, PM, DCDP according to the Action Against Hunger Syria guidelines.
Objective 2: (Ensure timely and accurate reporting of undertaken activities)
- Ensure monthly reporting of activities including achievements, challenges and explaining deviation with targets.
- Contribute to donors’ reporting requirements.
- Contribute to sectors/sub-sectors/technical working groups 5Ws.
- Contribute to lessons learned documentation and capitalization for programmed development.
- Contribute to Sitrep report, flag report, and other mission reports.
Objective 3: (Manage the WASH team)
- Participate together with the HR Department and line managers to the recruitment of WASH staff.
- Identify capacity development needs of own team and liaise with the WASH Coordinator and HR to realize development plans.
- Conduct annual appraisals WASH staff under her/his line management.
- Build the capacity of team under direct line management.
- Foster a spirit of collaboration, support, and teamwork among the WASH team and with other departments.
Objective 4: Contribute to programmed development by participating to multi-sector integrated needs assessments and leading technical needs assessments.
- Collect information and data required to analyze WASH needs/gaps;
- Collaborate with national authorities and partners to coordinate and implement WASH response activities.
- Proactively identify new areas of opportunities and interventions based on landscape assessment and consultations with relevant authorities and partners in collaboration with field teams.
- Support the design of WASH programs while guiding field implementation based on area-specific analysis of social and economic determinants of WASH.
- Make recommendations for appropriate interventions.
Objective 5: Liaise and coordinate with external stakeholders in own technical area (WASH)
- Actively participate in sub-sector meetings and relevant technical working groups at the local level.
- Coordinate interventions with all relevant technical stakeholders to ensure complementarity and synergy and avoid overlapping.
- Support the PM and FC in Following up on approvals from technical Line Ministries (Directorates at local level)
- Maintain the working relationship with the local partners/local communities.
Do you meet the profile required criteria?
- Degree and/or master’s degree in civil engineering (Hydraulics, Hydrology, Hydrogeology, Construction Management) or similar could be also considered. Certification in project management is preferred.
- Solid project cycle management knowledge and leading technical teams.
- Proved experience in conducting needs assessments, and leading field data collection.
- Technical knowledge in implementing WASH interventions, including water, sewage, and infrastructures rehabilitation works.
- Good experience in reporting, and sound writing skills.
- Knowledge of the local context and cultures is essential.
- Previous experience in the humanitarian field as Team Leader or similar (at least 2 years).
- Good experience in working with local/national partners, Ministries, experience in implementing WASH interventions and capacity building for partners.
- Experience in external representation of the organization is preferred.
- English (compulsory working language, fluent spoken, read and written); Arabic (compulsory working language, fluent spoken, read and written).
- Windows domain, Compulsory expertise in Excel, Sphinx (desirable) Experience in Engineering software is highly desirable (AutoCAD, WaterCAD, EPANet, WEAP, etc).
- Knowledge of GIS is desirable.
Our remuneration package:
- Contract period: 7 months renewable base on Action Against Hunger fund and performance.
- Salary/benefits: According to Action Against Hunger’s salary scale and terms and conditions.
- Duty station: Aleppo.
