Objective and Purpose of the Assignment

The technical assistance (TA) will support urban sector analysis, investment strategy, quality project
preparation for a number of ensuing projects in the Pakistan country pipeline 2024–2026, and
implementation of ongoing water and urban development projects in Pakistan. These projects aim to
improve the urban development landscape of the country by building livable cities that are green,
resilient, inclusive, and competitive and boost competitiveness and economic growth. Project preparation
includes carrying out feasibility studies, environmental and social safeguards work, financial
management and procurement assessments, economic analyses, sector analysis and social development
analyses etc. Supporting project implementation requires working closely with the EA to address gaps in
project management, procurement, contract management and safeguards, and building capacity through
targeted trainings to ensure sustainable operation of municipal infrastructure.

Scope of Work

The Project Coordinator will support the smooth preparation and implementation of ADB funded Urban
Infrastructure and Water Sector projects in Punjab. In particular, the consultant is expected to support
the on-going projects of the Punjab Intermediate Cities Improvement Investment Project (PICIIP), Punjab
Urban Development Projects (Project Readiness Financing 1 and 2) and Developing Resilient Environments
and Advancing Municipal Services phase 1 (DREAMS-1) and the processing of upcoming ensuing loans. The
incumbent will report to the TA Team Lead.

Detailed Tasks and/or Expected Output

For all the ongoing and upcoming ADB-funded urban and water sector projects in Punjab, the key tasks and
expected outputs of the project coordinator (Punjab) are as follows:
Assist in strengthening ADB’s Urban Sector’s operations management in terms of strategy
formulation/updates, pipeline building, processing and approval of projects and portfolio management.
Liaise with and support ADB Project Management Team to facilitate high level missions for programming,
project processing, and administration of ADB loans and TAs.
Work closely with teams related to governance and safeguards, including social and environment
safeguards, project implementation, financial management, audit and M&E to maximize the sharing of
ideas.
Support executing agencies (EAs) and implementing agencies (IAs) to achieve timely approval and
completion of (i) government internal procedures (e.g., PC-1, legal agreement signing), (ii) social and
environmental safeguards compliance in accordance with ADB and Country policies and procedures.
Monitor the implementation of ADB financed projects and PRF facilities in the urban sector to ensure
timely and effective implementation of agreed actions, including liaison with the respective Project
Management Units (PMUs);
Facilitate coordination between ADB, EAs, IAs, and stakeholders to ensure smooth project execution,
resolve implementation challenges, and track progress.
Support sound financial management, timely disbursement of funds, and compliance with ADB financial
policies, including monitoring contract awards and expenditures.
Assist in procurement processes, bid evaluations, and contract management while ensuring adherence to
ADB’s procurement guidelines and safeguard requirements.
Track project performance, support M&E activities, and ensure timely reporting on implementation
progress, financials, and compliance with safeguards.
Perform any other requested duties, as needed

Minimum Qualification Requirements

Minimum 10 years of relevant experience in administrative, project coordination and management roles.
Experience in donor-funded projects is a must.
A post-graduate degree in management, education, development studies, social sciences or related fields,
with previous experience in donor- funded projects.
Bachelor’s or Master’s Degree in social/natural science, anthropology or related fields, with previous
experience in donor- funded projects.
Excellent verbal and written communication skills in English.
