PROVISION OF INDIVIDUAL CONSULTANT (HYDROLOGIST) TO WORK WITH NIRC’S SECOND TANZANIA INTERMODAL AND RAIL DEVELOPMENT IMPLEMENTATION TEAM.
REQUEST FOR EXPRESSIONS OF INTEREST (REOI)
- This request for Expression of Interests follows the General Procurement Notice for this Project that appeared in United Nations Development Business (UNDB) Issue No. WB2651-05/13 posted on May 2023.
- The Government of the United Republic of Tanzania has received a credit from the World Bank towards the cost of the Tanzania Intermodal Rail Development Project (TIRP), and intends to apply part of the proceeds for Consultancy Services.
- The consulting services (“the Services”) for Provision of Individual Consultant Services for Hiring of hydrologist to work in a Team of NIRC Implementation Team as Consultant for Hydrologist.
- The National Irrigation Commission on behalf of Government of Tanzania, now invites eligible individual consultant to indicate their interest in providing Services. Interested Consultants should provide information with supporting documents demonstrating that they have the required qualifications and relevant experience to perform the Services.
- Scope of Services
The consultant’s primary responsibilities will be to Review, Quality Check, recommend all
Issues pertain in the field of Hydrology and Water Resource and provide technical support to Project Implementation Team, She/he will be required to review and recommend on the
feasibility study and detailed design study including dam structures related to planned project activities from design activities to implementation stage. Specifically, the expert will undertake the following tasks, but not necessarily limited to, in order to meet the requirements of the World Bank in terms of protection of environment and dam safety (reference: Environmental and Social Standard No. 4 (ESS No. 4): Population Health and Safety, and its Annex 1 on Dam Safety):
- Hydrology Expert shall prepare a work plan and methodology that includes work alignment with the Consultant.
- Attend a joint workshop with other panel experts to present and discuss dam design and dam safety related activities in line with ESS4 Annex 1;
- Review and Check the Adopted appropriate hydrological techniques used to derive the required design flow including extreme river flow and hydrological statistic from the nearest available gauging station, where sufficient hydro- meteorological data are not available;
- For each of the reviewed stated reports, He/She shall provide comprehensive technical opinions/recommendations on the fitness of the technical solutions.
- He/She shall provide a detailed appraisal report justifying all technical opinions/recommendations in terms of their relevance, effectiveness, efficiency, impact and sustainability as per International Standards.
- Based on the existing guidelines and documents prepare training manuals in hydrological study for NIRC engineers.
- Support NIRC officials for preparing training packages, conducting trainings, monitoring of its effectives & recommending rooms for improvements.
- Assist and support NIRC Staff in all other matters in this expertise as directed by Project Coordinator
- Drafting/ revising TOR for Hydrological study prepared by various offices
6.0 QUALIFICATION REQUIREMENT
To undertake the assignment, the Hydrologist Expert shall be required to have the following expertise:
- He/She must be a licensed qualified hydrologist with a bachelor’s degree in Water Resource and any other related filed with a master’s degree in hydrology and should have demonstrated expertise of at least 20 years of experience in hydrological monitoring, assessment, and simulation. A PhD degree in hydrology and design will be an advantage.
- Expertise shall cover data collection (including field measurements), modelling,
establishment of flow records and water levels, flood studies, sedimentation, and reservoir impoundment and should also have expertise and experience in the design of inlet/outlet works as well as hydraulic analysis and structural designs.
- He/She shall have a working knowledge of dam safety policies/regulations within multilateral organizations and, ideally, of local regulations in Sub-Saharan Africa.
- He/She shall have experience in reservoir operation, generation estimates, and cascade development will be a significant advantage.
- He/she should be able to communicate fluently, in writing and orally in English
NOTE: The evaluation shall be based on the relevant qualifications and experience of the Consultant. Individual Consultants selected to be employed by the National Irrigation Commission shall be the most experienced and best qualified among the candidates.
NIRC invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (documents, reference to similar services, experience in similar assignments, etc.).
7.0 REMUNERATION, WORKING DAYS, LEAVE AND OVERTIME
- The remuneration to the Individual Consultant shall be on the monthly basis for 12 months of the project, as a time-based contract. Expenses including per diem incurred through field and training visit to project sites/ field offices shall be reimbursed in arrears as incurred subject to approval of the travel by the Project Coordinator. Reimbursable expenses shall be paid as per contract. The consultant shall be submitting a detail time sheet showing the days and activities done under the Project Coordinator.
- The official working days and holidays will be as per GoT official calendar. There shall be no extra payment for any overtime work. The Hydrologist shall submit the monthly work plan at the start of each month. Well in advance the Hydrologist shall plan his/her work plan showing the site visits and let the Project Coordinator know his/her program.
- The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the World Bank Procurement Regulations for IPF Borrowers Fifth Edition, September 2023, available on the Bank Website at http://www.worldbank.org/procurement. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist. The assignment shall be completed within a period of Twelve (12) months commencing from the date of receipt of the Notice to proceed (NTP) or Contract signing whichever is earliest
