Why does the job exist?
The primary purpose of the position is to assist in the management of the state’s water resources by providing analyses of water right permit applications of a moderate to complex nature, and makes recommendations for administrative decisions. The incumbent determines the nature and extent of water rights using a geographic information system (GIS); analyzing for detriment/impairment of other rights through hydrologic modeling; analyzing for detriment to the public welfare of the state; and analyzing for conservation of water within the state.
How does it get done?
Major Tasks/Activities performed to produce product/service/outcome:
1. Evaluate and process complex water right applications and documents in a timely and consistent manner using established guidelines, policies and procedures and state statues.
2. Confer with customers regarding specific needs relating to the water right administrative process.
3. Participate in special projects including, but not limited to, field water level measurements, and major compliance efforts.
4. Provide guidance and act as a district expert on running water right models, researching complex water right files, taking the lead on annual irrigated acreage checks, measuring well levels,
5. Work directly with the public in the office and in the field on water related issues, representing the Office of the State Engineer in court hearings and proceedings, and adhering to New Mexico statutes, rules and regulations, and policies governing ground and surface water.
Who are the customers?
We serve the general public on water right related issues. We work directly with a diverse group of water users that includes farmers, ranchers, municipalities, acequias, commercial users, etc. We also work with other state, federal, and local governments on water related issues.
Ideal Candidate
The ideal candidate will have a solid understanding of New Mexico’s statutory authority concerning water rights. Experience working with hydrological models, enthusiastic about working with the public, detail oriented, enjoys research, enjoys both an office setting as well as work in the field, educated in geographical information systems (preferably experienced using ArcPro/ArcOnline), educated in a science related to water resource management, excellent computer skills, and the ability to multi-task are all ideal skill sets for this position.
Minimum Qualification
Bachelor’s degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering and four (4) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

Employment Requirements
Valid driver’s license, ability to drive a state vehicle and current defensive driving certification is required.
Working Conditions
Work is performed in the office with extensive computer and phone usage where it requires a considerable amount of sitting. This position will be required to work in the field as needed with exposure to inclement weather and there will be periods of extended standing or kneeling while working out in the field. This position is required to meet with the public and may be required to travel to different job sites. The incumbent in the position will need to lift up to 25 pounds, hike in remote areas, work in inclement weather with exposure to insects and snakes and drive an agency vehicle, take photographs, interview people, measure stream flow, maintain measurement station equipment, and collect GPS data. The incumbent will be required to always follow all agency safety protocols in the office and in the field.
