- University degree (Master/Doctoral degrees or equivalent minimum) in Environmental monitoring and Management, Environmental Health and Safety, and other related fields;
- Minimum 10 years experiences working in the field of environmental monitoring management, and strategy development including transboundary environmental governance, emergency response to hazardous chemicals/materials incidents, and/ or transboundary emergency water quality response management;
- Minimum 10 years experiences in monitoring and evaluation in environmental management and/or inland pollution control and waste management, and/or transboundary emergency water quality response management;
- Has demonstratable specific knowledge and experience in designing methodologies for capacity needs assessment and capacity building plan, developing emergency response plan with various scenarios, preferably in inland waterways or rivers;
- Strong experience in dealing with regional and international environment related organizations and institutions and national and/or regional environmental and emergency response to hazardous chemicals/materials incidents;
- Specific knowledge and experience in international development cooperation and transboundary emergency water quality response management;
- Demonstration of previously successful capacity building activities related to transboundary emergency water quality response management including as a key trainer;
- International experiences and relations, and regional knowledge of the Lower Mekong River Basin and transboundary emergency water quality response management;
- Previous experience working on transboundary emergency water quality response management in the Lower Mekong region or other River Basins will be advantage;
- Excellent inter-personal skills and able to negotiate constructively shared position in a Mekong or/and Southeast Asia institution and cultural context; and
- Fluent in English, verbal and written and strong analytical skills..
