Assignment Title: Consultancy Services to undertake the Cost of Service Study of Lesotho Bulk Water Authority

The Ministry of Natural Resources, Kingdom of Lesotho has received financing from the World Bank (WB) toward the cost of the Lowlands Water Development Project Phase II (LLWDP II), and intends to apply part of the proceeds for Consultancy Services to undertake the Cost of Service Study of Lesotho Bulk Water Authority.

The scope of the service is:

The consultant’s scope of work for this assignment is to conduct a comprehensive cost of service study on raw water charges and bulk water tariffs for LBWA in order to ensure efficient production of raw and bulk water services, environmental sustainability, operational and financial sustainability of LBWA and affordability of raw water charges and bulk water tariffs by different groups of raw and bulk water customers.

Estimated level of effort: 13 person months. Expected start date of assignment: 01st September 2025 for a period of 5 months. No extension shall be granted.

The Ministry of Natural Resources, Kingdom of Lesotho now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. The Consulting firm (Consultant) shall have been in existence for at least 15 years as a firm (if the Consultant constitutes a consortium of firms, each firm must have been in existence for at least 15 years as a firm and each firm must have demonstrable general experience in undertaking at least four (4) consultancies including project management in the last ten (15) years;
  2. The firm must demonstrate specific experience in conducting at least (02) similar assignments in the last eight (08) years;
  3. Regional experience; The firm shall have knowledge and experience in water utility services sectors in Southern Africa;
  4. Technical and Managerial Capabilities of the firm. The firm should demonstrate the ability to undertake an assessment of this nature, including that it has the resources and expertise to execute such a project.

The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Open (with publication in the UNDB and local media), QCBS (Quality Cost Based Selection) method set out in the Procurement Regulations of the World Bank “Procurement in investment project financing Goods, Works, Non-Consulting and Consulting Services”, February 2025.
