The Colorado Water Conservation Board (CWCB) exists to establish water policy as directed by statutes to address Colorado’s water issues. The CWCB is governed by a 15 member board that includes governor-appointed representatives from each of the eight major river basins, the City and County of Denver and several state agencies. Since nearly all of Colorado’s water originates within its boundaries but is shared with other downstream states, the CWCB works to protect and assure that Colorado maintains its ability to fully use its allocation of the water under various agreements and court decrees. However, the development of those resources increasingly must focus on the wise use of water in recognition of future drivers like population growth that put pressure on state waters. The major “units” (sections) of the CWCB related to water supply planning, interstate and federal water issues including water information, instream flow and natural lake level protection, watershed and flood protection, grants and water project financing including agency budgeting/admin support.

The Watershed and Flood Protection Section of the CWCB exists to prevent flood damages and reduce Colorado’s vulnerability to property damage and loss of life, and to create feasible funding packages for flood control and drainage projects for Colorado communities. This position will sit in this Watershed and Flood Protection section, under the Floodplain Mapping Program.

POSITION SUMMARY:
This TEMPORARY position will be responsible for assisting current CWCB staff on tasks related to the Federal Emergency Management Agency (FEMA) Cooperating Technical Partners (CTP) Program and Risk Mapping, Assessment and Planning (Risk MAP) Program, the Colorado Hazard Mapping Program, the FEMA Letter of Map Revision (LOMR) Review Partners (LRP) Program, and other work as assigned. 

Duties Include:

  • Risk MAP Technical Support and Outreach will include assisting current staff in drafting reports, developing project requests, writing proposals, and reviewing work products produced by contractors for completeness, technical adequacy, and adherence to all State and federal requirements to advance overall program objectives. This position will help ensure projects are within acceptable FEMA earned value metrics.  Additional technical support duties may include evaluating available data, identifying inadequate datasets, and developing plans to obtain missing data needed for projects.  
  • LRP Technical Support and Outreach will include providing technical assistance to requestors and contracted reviewers, attending requestor meetings, completing administrative tasks, and coordinating with FEMA and other stakeholders or contractors. This position will also help in program and grant reporting efforts.
  • Administrative Support will include reviewing invoices for correctness and completeness, planning and reviewing grant applications, and creating and managing spreadsheets, databases (spatial and others), or program management tools for keeping projects, metrics, statuses, and expenses on track.

BASIC REQUIREMENTS:

  • One (1) year of professional experience or graduate-level studies in an engineering, geographic information system (GIS), environmental planning, or applied sciences setting.
  • Preference may be given to applicants with or working towards an engineering, environmental sciences, or GIS degree or similar education.

Preferred Qualifications:

  • Current or former State experience relevant to this position.
  • Intermediate computer skills required with MS Office Suite, Adobe Acrobat, and Google Office Suite.Systems applications such as HEC-RAS, HEC-HMS, SWMM, CAD, ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, and QGISare preferred.
  • Ability to work with limited supervision and work well within a team.
  • Possess strong written and oral communication skills to deliver excellent customer service.
  • Valid Colorado Driver’s License
  • Ability to attend day or overnight trips for workshops, conferences, or project meetings preferred.
  • Experience in floodplain mapping or management
