- The Intergovernmental Authority on Development (IGAD) has received financing from the African Development Fund toward the cost of the Program to Build Resilience for Food and Nutrition Security in the Horn of Africa (BREFONS) and intends to apply part of the agreed amount for this grant to payments under the contract for the development of Hydro-Meteorological Services, applications, and Hydromet dissemination Software.
- The objective of this consultancy is to develop a workflow for operational processing of sentinel and Landsat data for mapping the extent of water pans and small water bodies and feeding the data to the current dissemination portal, which is used for streamflow forecasts and other related data.
- The scope of work under the assignment includes, among others, (a) Assessing the existing infrastructure and operational services, (b) setting up, testing and operationalize the workflows for operationally mapping the spatial and temporal distribution of surface water extent using Landsat data for small water bodies whose service area is greater than 1,000km2, (c) set up, test and operationalize the workflows for operationally mapping the water extent using Sentinel data for water pans/points whose service area is less than 1,000km2 and (d) Provide training on the workflow scritps/system operation and maintenance to the operation staff and the use of the metrics to support decision making with the stakeholders from the region. The implementation period of the activities is estimated at four months. Selection of the Consultant will be based on Least Cost Selection (LCS). - The Intergovernmental Authority on Development (IGAD) Secretariat, located in Djibouti, is an Executing Agency responsible for facilitating and managing the project’s fiduciary functions.
- The Intergovernmental Authority on Development (IGAD) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.
- Eligibility criteria for the establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations”, dated October 2015 which is available on the Bank’s website at http://www.afdb.org. The Project is under no obligation to shortlist any Consultancy Firm which expresses interest.
