Objective and Purpose of the Assignment

The Asian Development Bank (ADB) is supporting the Government of Indonesia to prepare the proposed
Climate Resilient Regional Water Supply Project (CRRWSP). The project will support the Government of
Indonesia in increasing access to climate resilient and safely managed water supply services in the
following proposed provinces:

(i) North Sumatera (Seriti: City of Tebing Tinggi, District of Serdang Bedagai)
(ii) Banten (East Karian – District of Lebak, District of Tangerang)
(iii) West Sulawesi (District of Polewali Mandar, District of Majene)
(iv) South Sulawesi (City of Parepare, District of Enrekang, District of Sidrap)
(v) North Sulawesi (Bimantara: City of Bitung, City of Manado, District of Minahasa Utara)
(vi) Gorontalo (City of Gorontalo, District of Bone Bolango, District of Gorontalo)

The proposed project will (i) develop climate resilient regional water supply systems by constructing
raw water intake facilities and transmission, bulk water treatment and distribution as well as house
connections; (ii) strengthen the regulatory environment; (iii) improve the institutional effectiveness
of water supply service operators regarding governance, digitalization, resilience, and asset
management. The proposed project will also promote a source-to-sea approach in the cities/districts by
assessing potential improvements to sanitation systems, with a view towards a future investment project.

To assist in undertaking due diligence for the proposed project, ADB is recruiting a Water Supply
Specialist.

Scope of Work

Detailed engineering designs and cost estimates for the proposed project have been prepared under INO:
Accelerating Infrastructure Delivery through Better Engineering Services. As the most recent designs
were completed in 2022, the consultant will support ADB and government agencies to review and validate
the detailed designs and cost estimates, specifically for water supply assets in North Sumatra, West
Sulawesi and Banten. The consultant will also provide technical support to other consultants mobilized
by ADB to undertake due diligence for the proposed project.

Detailed Tasks and/or Expected Output

The consultant’s work shall include, but not be limited to the following:

a) Review and validate detailed engineering designs, hydraulic modelling and cost estimates prepared for
proposed water supply assets in North Sumatra, West Sulawesi and Banten, covering the raw water pumping
station up to the customer;
b) Ensure designs capture projected climate change and disaster risks (expert/s will be mobilized
separately with expertise in these areas);
c) Support coordination and access to data for other consultants mobilized by ADB;
d) Support ADB missions, including logistics, data collection, coordination, and preparation of
deliverables including but not limited to inputs to the Aide Memoire and BTOR;
e) Other tasks requested by ADB team.

Minimum Qualification Requirements

  • Bachelor’s degree in civil engineering, environmental engineering, or a related discipline;
  • Experience working with ADB projects;
  • Experience working with government agencies relevant to the proposed project;
  • Experience in data collection and analysis;
  • Minimum 10 years of general experience in the water sector and minimum 5 years of specific experience
    in water supply, with demonstrated experience in preparing detailed engineering designs, including
    design and hydraulic modelling

Minimum Specific Experience (relevant to assignment): 5 Years
