Objective and Purpose of the Assignment

Arkadag City represents a significant urban development initiative, exemplifying modern urban planning
and infrastructure advancements in Turkmenistan. Designed as a model city, Arkadag has incorporated
state-of-the-art technologies and sustainability principles to enhance the quality of life for its
residents. As part of its continuous improvement, the city has expressed a strong commitment to adopting
international best practices in wastewater management, with a particular focus on wastewater reuse to
optimize resource efficiency and environmental sustainability.

Recognizing the importance of enhancing its wastewater management system, Arkcadag City has requested
the Asian Development Bank (ADB) to undertake a rapid assessment of the city’s current wastewater
infrastructure. This assessment aims to identify gaps, recommend improvements based on global best
practices, and explore innovative solutions for wastewater reuse, particularly in a landlocked country
context. In response, ADB will mobilize an International Wastewater Management Specialist to conduct
this assessment and provide strategic recommendations to support Arkadag City’s long-term vision for
sustainable wastewater management.

Scope of Work

The National Consultant will support the International Consultant in conducting assessment of Arkadag
City’s water supply and wastewater management system. The National Consultant will play a key role in
data collection, field coordination, stakeholder engagement, and providing contextual insights, ensuring
sensitivity to local governance and regulatory requirements.

Detailed Tasks and/or Expected Output

The National Consultant will undertake the following tasks:

  1. Support Data Collection and Review
    • Collect relevant reports, master plans, feasibility studies, and technical assessments related to
    Arkadag City’s water supply and wastewater management
    operations .
    • Provide inputs on local regulations, policies, and institutional frameworks relevant to water
    supply and wastewater management.
    • If the international consultant is not proficient in Russian or the local language, provide
    translation and interpretation support as needed.
  2. Assist in Assessment of Current Wastewater Management System:
    • Support the International Consultant in evaluating the city’s existing water supply, wastewater
    collection, treatment, and disposal systems.
    • Conduct field visits, engage with local authorities, and provide logistical support for assessments.
  3. Facilitate Stakeholder Coordination:
    • Act as a liaison between the International Consultant and government agencies, municipal bodies,
    and local stakeholders.
    • Ensure that assessments and recommendations are aligned with local policies and governance
    sensitivities.
  4. Contribute to Development of Actionable Recommendations:
    • Assist in compiling findings and recommendations for improving water supply and wastewater
    management.
    • Provide local insights on the feasibility of recommended solutions, especially regarding landlocked
    geographical challenges.

Minimum Qualification Requirements

The consultant should have a Bachelor’s degree in Civil Engineering, Environmental Science, Economics,
or a related discipline. The consultant should have at least 5 years of professional experience in water
supply and wastewater management, urban sanitation, or related infrastructure projects. Experience in
data collection, regulatory analysis, stakeholder engagement, and project coordination in Turkmenistan
is essential. Prior work with Turkmenistan municipal authorities, government agencies, or international
organizations in the water and sanitation sector is highly desirable. Strong working experience and
personal connections with relevant government offices in Turkmenistan are highly desired, as the
consultant will need to effectively collect data, coordinate with authorities, set up meetings with
government officials, and secure necessary no-objection approvals when required. Familiarity with local
governance structures, environmental policies, water supply, and wastewater regulations in Turkmenistan
will be an advantage.
