The Metropolitan Manila Development Authority (MMDA) has received financing from the World Bank (WB) and Asian Infrastructure Investment Bank (AIIB) toward the cost of the Metro Manila Flood Management Project – Phase I (MMFMP) and intends to apply part of the proceeds for consulting services for the conduct of Feasibility Study on the Application of Nature-Based Solution in Metropolitan Manila.
The study aims to determine the feasibility of Nature-Based Solutions (NbS) in Metro Manila to mitigate flood risks. It will identify suitable sites within the 17 LGUs, assess their feasibility, and develop detailed design plans. The study will consider various factors including ecology, demographics, and infrastructure to recommend tailored NbS solutions. The primary objective is to assess the viability and potential impact of integrating NbS into the urban landscape at different scales.
The feasibility study seeks to achieve the following:
1) Assess and evaluate the feasibility of implementing NbS to address urban challenges, including flood mitigation, air quality improvement, and climate resilience by analyzing the local context, environmental conditions, socio-economic factors, and community dynamics;
2) Identify potential sites within Metro Manila for the application of NbS to address issues including climate change adaptation and mitigation, disaster risk management, and water management, among others;
3) Undertake baseline analytical studies to understand the current context and future scenarios of selected potential sites, including risks and challenges, and assess feasible and cost-effective NbS options;
4) Conduct primary site data collection on waterways and selected adjacent sites including on-ground surveys and invert river system survey to study invert elevation; and site condition profiling of the lowest and highest elevation of underwater, riverbeds, and above-ground transect surveys of the built-up areas.
5) Develop plans that will enable access to requirements and minimize potential obstacles to project implementation of the adoption of NbS in potential sites;
6) Provide evidence-based insights and recommendations to urban planners, policymakers, and stakeholders and their decision-making processes that promote the long-term sustainability and resilience to the impact of climate change and vulnerability to flooding in Metro Manila while fostering a balanced and harmonious relationship between urban development and the natural environment.
The MMDA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:
1.) Minimum of ten (10) years of international or local experience in the preparation of feasibility studies, master plans, engineering design, and other related studies for environment-related projects, catering to both the public and private sectors.
2.) Must have completed at least five (5) nature-based solution projects in urban settings.
3.) The firm must have a regional or country presence with experience working with developing countries through the firm’s branches, and a consortium of sub-contracting with local firms (indicate if with joint venture or association). Additionally, the expression of interest (EOI) must clearly indicate the names and nationality of the association members and explicitly confirm if the association is (i) a joint venture (JV), or (ii) a JV with sub-consultant.
4.) Interested consultants shall conform with the guidelines set by the World Bank on Selection and Employment of Consultants (Rev. 2014) with respect to the following:
a.) 1.9 Conflict of Interest
b.) 1.10 Unfair Competitive Advantage
c.) 1.11 Eligibility
A submission of a sworn statement is required to affirm the above requirements.
Foreign winning bidders are required to comply with all applicable laws and regulations of the Philippines.
