As a Natural Resource Specialist 3 (Water Planning Coordinator) in Salem, Oregon, you will:
Communicate in-stream needs (flow quantity, quality and habitat) to the public, water users, and other agencies in relevant water planning and implementation processes in western Oregon
Work with water communities and stakeholders to develop creative water solutions that meet multiple needs
Assist with reviewing water right applications to ensure required fish and wildlife protections are met

WHAT WE ARE LOOKING FOR
Minimum Qualifications
Three years of biological/ecological/hydrological experience performing studies, research, or resource management activities in a fisheries, hydrology, water management, stream ecology, or related field with a focus in instream flow or hydrology. At least one year of the experience must be at a technical or professional level in a fisheries, hydrology, water management, stream ecology, or related field with a focus in instream flow or hydrology performing activities such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities; – AND- a Bachelor’s degree in Fisheries Science, Hydrology, Water Management, Stream Ecology, or a closely-related Bachelor’s degree with a focus in instream flow or hydrology with at least 45 quarter (30 semester) hours of related coursework, OR three additional years of experience performing studies, research, or resource management activities in hydrology, water management, fisheries, stream ecology, or related fields with a focus in instream flow or hydrology.
Equivalency Notes:
A Master’s degree in Fisheries Science, Hydrology, Water Management, Stream Ecology, or a closely-related Master’s degree with a focus in instream flow or hydrology will substitute for up to one year of the required experience.
A Doctorate degree in Fisheries Science, Hydrology, Water Management, Stream Ecology, or a closely-related Doctorate degree with a focus in instream flow or hydrology will substitute for up to two years of the required experience.
Applicants who have obtained a Master’s degree or Doctorate that included work experience from an internship, work/study, thesis, or similar program may list this experience in their application to receive credit for the work experience.
The Master’s degree/Doctorate and applicable work experience will be considered separately and both the education and applicable experience may count toward minimum qualifications.
Desired Attributes

Experience conducting geospatial analysis
Experience developing policies and strategies
Experience presenting on technically difficult or controversial issues
Understanding of Oregon water law, prior appropriation system, and Instream Water Right rules and statutes
Understanding of municipal and agricultural water systems and efficiencies
Master’s or Doctorate degree in hydrology, water management, water quality, fisheries, environmental studies, environmental planning, or related fields with a research focus on fish and water; or a JD in environmental law, water law or related focus.

The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect an additional 6.95%
