Why does the job exist?
The purpose of this internship position will be to perform under the supervision of the District Manager to assist the WRAP District V office complete work associated water rights administration. This position will assist the District Office with various program duties within the Water Resources Allocation Program. The additional support will help the agency complete critical water rights projects and deal with an increase in workload due to an ongoing drought in New Mexico.
The incumbent will cultivate skills and competencies in research, technical data compilation and analysis, GIS using ArcMap and/or ArcPro, field work, database entry, technical report writing, and office skills such as filing and resource organization.
The incumbent will complete, among other projects, the geo-rectification of previously published paper hydrographic surveys that have annotations from previous projects, in order to incorporate those into GIS files for use in Active Water Resource Management (AWRM) in the San Juan Basin.
How does it get done?
Assist the Aztec District V with mission-critical tasks associated with water rights administration including the following:
1. This position will directly work with water rights staff, water rights owners and applicants in the District V Office service area. This position will serve as the first point of contact for the general public where they will answer general water rights questions, route telephone call to district staff, accept filing fees, issue receipts, review and process domestic well changes of ownerships and perform technical analysis alongside Water Resource Professional Staff and Engineer Technicians.
2. The position will also assist District Staff with reading and mapping technical data by legal descriptions and Global Positioning System (GPS) by utilizing internal USGS Map Locator Tool and Graphic Information System (GIS). This work will include creating Point of Diversion layers, COGO, and other GIS projects as needed.
3. This position will also serve to assist in administering both surface water and groundwater rights in the San Juan River Basin by analyzing data, creating and updating spreadsheets.
4. This position will require some field work and include surface water hydrology, stream measurement, data management, water resource management, and community outreach.

Ideal Candidate
The ideal candidate will have the following:
1. Excellent customer service skills to assist the public in-person and on the telephone, and route telephone calls to internal staff members.
2. Ability to read warranty deeps, maps, plats, surveys and property records using technical mapping data by legal descriptions and Global Positioning System (GPS) by utilizing internal USGS Map
3. Locator Tool and Graphic Information System (GIS).
4. Process and issue permits.
5. Enter data and maintain database integrity.
6. Conduct fieldwork to assist in administering both surface water and groundwater rights by analyzing data, creating and updating spreadsheets
Minimum Qualification
Currently enrolled in an accredited college or university OR completion of at least four (4) semesters (or equivalent) at an accredited college or university within the last two (2) years.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Use of Xerox machine, scanners, printers and telephone. Occasional field work requires use of digital cameras and a global positioning system.
