Why does the job exist?

The purpose of the internship positions are to perform work associated water rights administration under the supervision of  District IV managers. This position will assist the District Office with various program duties within the Water Resources Allocation Program. The additional support will help the agency complete critical water rights projects and deal with an increase in workload due to an ongoing drought in New Mexico.

How does it get done?

Assist the Las Cruces District IV with mission-critical tasks associated with water rights administration including
the following:

1.  This position will directly work with water rights staff, water rights owners and applicants in the District IV
     Office service area. This position serves as the first point of contact for the general public where they will
     answer general water rights questions, route telephone call to district staff, accept filing fees, issue
     receipts, review and process domestic well changes of ownerships and perform technical analysis
     alongside Water Resource Professional Staff and Engineer Technicians.

2.  The position will also assist District Staff with reading and mapping technical data by legal descriptions
     and Global Positioning System(GPS) by utilizing internal USGS Map Locator Tool and Graphic
     Information System (GIS). This work will include creating Point of Diversion layers, COGO, and other
     GIS projects as needed.

3.  This position will also serve to assist in administering both surface water and groundwater rights in the
     district basin areas by analyzing data, creating and updating spreadsheets.

4.  This position will require some field work and include surface water hydrology, stream measurement,
     data management, water resource management, and community outreach.

The general public, water right owners, realtors, brokers, consultants and agency staff members.

Ideal Candidate

The ideal candidate will have the following experience and Knowledge:

1.  Excellent customer service skills to assist the public in-person and on the telephone, and route telephone
     calls to internal staff members.

2.  Ability to read warranty deeps, maps, plats, surveys and property records using technical mapping data by
     legal descriptions and Global Positioning System (GPS) by utilizing internal USGS Map

3.  Locator Tool and Graphic Information Systems (GIS).

4.  Ability to assist with processing and issuing permits.

5.  Ability to enter data and maintain database integrity.

6.  Ability to conduct fieldwork to assist in administering both surface water and groundwater rights by
     analyzing data, creating and updating spreadsheets

Minimum Qualification

Currently enrolled in an accredited college or university OR completion of at least four (4) semesters (or equivalent) at an accredited college or university within the last two (2) years.

Working Conditions

Work is performed primarily in an office setting with exposure to Visual/Video Display Terminals (VDTs) and extensive computer, phone, and copier usage.  Some sitting, standing, bending and reaching may be required in the office.  Occasional vehicle travel to remote sites may be required to perform fieldwork involving walking, hiking, negotiating rough terrain, and exposure to inclement weather. Digital cameras and global positioning system (GPS) devices may also be used.
