Within the Water Stewardship Division, the Drainage and Water Rights Licensing is seeking to fill two (2) Senior Water Resources Officers. Manitoba’s drainage authorization process aims to address the water needs and interests of all Manitobans, including local and Indigenous governments, communities, stakeholders, and the diverse sectors of the economy.

Qualifications:
Essential:
- College diploma in natural resource management, land and water management, civil engineering or agriculture, or an equivalent combination of applicable education and experience may be considered
- Experience with of construction supervision and quality control/compliance checks relating to earthworks, dams and waterway crossings.
- Experience with engineering specifications and drawings.
- Thorough knowledge of provincial and municipal legislation related to water management and The Water Rights Act.
- Through knowledge of hydrologic and hydraulic principles related to water management.
- Ability to conduct a thorough investigation and formulate clear and concise reports.
- Excellent interpersonal skills with the ability to develop and maintain co-operative relations with the public, municipal officials and other agencies.
- Excellent written communication skills with the ability to prepare technical and non-technical correspondence and reports.
- Excellent verbal communication skills with the ability to communicate effectively with internal and external stakeholders.
- Supervisory experience, which includes but is not limited to: leading, planning, coaching and performance management.
Duties:
The Senior Water Resource Officer will provide para-professional advice and managerial work involving the planning, organizing, and directing of technical and administrative activities of Water Resource Officers who undertake assessments of applications, conduct investigations and enforcement duties related to The Water Rights Act. The incumbent also participates in strategic planning, which includes the development of provincial programs, policies, standards, guidelines, and legislation. These positions are also responsible to provide professional scientific/technical advice and recommendations in support of department decision making and provincial program delivery.
