DEQ has an open opportunity for an Engineer I.

Full time (40 hours per week) with State Benefits.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.
This Engineer I conducts a technical engineering review of all types of non-discharge permit applications for new, modified and renewed systems. The function of these permits, and the requirements included as conditions, is to ensure that the rivers, streams, lakes, estuaries, other surface waters and groundwaters of North Carolina are protected at or above the standards assigned to the specific waters. The applications include wastewater irrigation, single-family residence wastewater irrigation, high-rate infiltration, closed-loop recycle, residuals management, and reclaimed water systems permitted pursuant to the 15A NCAC 02T and 02U rules. The position is office-based; minimal field work may be required. Professional Engineer licensure/Engineer Intern certification is not required.  

Key Responsibilities:

  • Perform timely reviews of non-discharge permit applications for compliance with general statutes, administrative codes, policies, and good engineering practices. This includes detailed review of engineering plans, specifications, and calculations, as well as soil evaluations, agronomic evaluations, and hydrogeologic reports,
  • Prepare final permitting action in the form of a permit, an amended permit, a return, or a denial,
  • Manage multiple projects efficiently and effectively to meet Legislative deadlines,
  • Meet with applicants and their consultants to facilitate permit applications and rule compliance,
  • Conduct and track actions for compliance, including issuance of Notices of Deficiency and Notices of Violation; work with manager to prepare the case in the event these actions lead to enforcement.

The Division of Water Resources:
The Division of Water Resources is responsible for protecting North Carolina’s drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands and aquifers. This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach and other efforts. The Division comprises six Sections: Water Quality Regional Operations, Water Sciences, Public Water Supply, Water Quality Permitting, Water Quality NPDES Permitting, and Water Planning. The Non-Discharge Branch of the Water Quality Permitting Section is responsible for the permitting and compliance of residual and wastewater effluent land application facilities. The Branch is also responsible for permitting facilities for the beneficial use of reclaimed water for the purpose of conserving the state’s potable water, surface water, and groundwater resources. 

  • Non-Discharge is the treatment of wastewater and disposal/reuse
  • Non-Discharge is NOT the discharge to surface waters of the state or utilization of a sub-surface disposal system (i.e., septic system with leach field)

  • Ability to review engineering/technical plans and/or data for completeness, compatibility, compliance with engineering principles, standards, codes or design needs.
  • Ability to make recommendations to higher level engineers or managers on project concerns/issues.
  • Ability to communicate, both verbally and in written form, with people such as the general public, environmental contacts, public officials, and other similar personnel.
  • Ability to write technical reports and use spreadsheets or databases.

Minimum Education and Experience Requirements

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution, or an equivalent combination of education and experience.
