Objective and Purpose of the Assignment

Asian Development Bank (ADB) is exploring to develop capacity in developing member countries (DMCs)
through the Young Experts Program (YEP). YEP aims to build the capacity DMC staff and young
professionals in DMCs by providing training, mentorship, and long-term placements of an
international/regional/national young expert paired with a national young employee of the DMC. The
program is currently being piloted in Vanuatu, and for 2025, a few other pilot countries are being
considered. YEP positions via ADB are demand-driven by government agencies and ADB project officers.

Scope of Work

ADB is seeking a young professional to support the further development of the YEP program in ADB by
reporting on the mid-term review of the 2024 pilot in Vanuatu, preparing templates and guidelines for
ADB officers, updating presentations, and supporting 2025 pilots and development of an evaluation plan
for the 2025 pilot.

Detailed Tasks and/or Expected Output

  1. Mid-Term Review Reporting:
  • Conduct a mid-term review of the 2024 YEP pilot in Vanuatu.
  • Prepare a comprehensive report on the findings, including successes, challenges, and recommendations
    for improvement.
  1. Checklist and Guidelines Preparation:
  • Develop a checklist and stepwise plan with time indications for the YEP program based on existing
    guidelines of comparable programs in ADB, the pilot and elsewhere, that comprises all steps from pilot
    location identification, communication with DMCs, and contract arrangements.
  • Prepare detailed guidelines and templates for ADB officers to support them and the DMCs involvement in
    the YEP program (e.g. application forms, progress updates, position description, roles and
    responsibility document for all organizations involved incl. safety, well-being, etc.) for 2025 and
    beyond.
  1. Presentations:
  • Update the presentation on the YEP program for ADB officers, Directors, and Country Directors as well
    as staff at ADBs resident missions that are interested in YEP and that explains the next steps in the
    process.
  • Prepare a presentation that has a focus on DMCs who are considering participating in the program.
  • Ensure the presentation clearly communicates the objectives, benefits, and implementation process of
    the YEP program.
  1. Evaluation Plan:
  • Develop an evaluation plan for the 2025 pilot, outlining the key performance indicators, data
    collection methods, and evaluation timeline.
  1. YEP Pilot 2025 preparations:
  • Contribute and support in the 2025 pilot preparations by attending meetings, sharing information,
    review documents and so on.

Logistics: The young professional will work remotely, with provisions for necessary communication tools
and support from ADB staff.

Minimum Qualification Requirements

  • Maximum of 5 years of working experience
  • Demonstrated affinity with capacity development
  • Affinity with the water sector
  • Experience in project and/or program development and management, including developing action plans,
    templates, guidelines, and evaluation plans.
  • Innovative mindset, creativity and out-of-the-box thinking skills.
  • Exceptional written and verbal communication skills.
  • Strong interpersonal and collaborative skills, with the capability to engage with and gather necessary
    information and insights from ADB staff.
