  1. The Government of the Republic of South Sudan (GRSS) has received a grant from the International Development Association (IDA) to implement the Regional Climate Resilience Program (RCRP) under phase 1. The GRSS intends to utilize part of the proceeds of this financing to recruit a competent expert for the position of Hydrologist with duty station at the Ministry of Water Resources and Irrigation’s Project Implementation Unit (PIU) Office, based in Hai El Cinema in Juba, South Sudan.
  2. The consulting services (“the Services”) main objective of the Hydrologist Consultant is to support the Project Implementation Unit (PIU) in the development, management and implementation of hydrometeorological information and/or early warning services; and shall take a lead in the development of analytical tools & hydrological activities to strength the knowledge base and analytical tools for the Ministry.
  3. The assignment shall be for a period of two years including probation period of three months.  However, the initial contract term shall be for one year, with the option for renewal on an annual basis subject to availability of funds and satisfactory performance.

  5. The Ministry of Water Resources and Irrigation through the Regional Climate Resilience Progam now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested individuals should provide information demonstrating that they are qualified to perform the services (attach curriculum vitae (CV), Copies of documentary evidence of academic qualifications, professional qualifications, and registration/licensing with professional bodies and the list of three references or contact persons to reach out from previous assignments).  The shortlisting criteria are:

i. Minimum of a Master’s degree, in hydrology, water resources engineering, Environmental Science, civil engineering with specialization in hydrology,

ii. At least seven (7) years work experience in the water and environment sector, with demonstrable technical expertise in hydrology or three (3) years of relevant work experience for PhD holders,

iii. Previous proven experience in carrying out hydrological assessments on at least one assignment,

iv. Experience on Integrated Water Resources Management (IWRM) with background on Hydrological and environmental studies.

v. Proven experience in hydrological and water resources modelling and evaluation.

vi. Proven experience in GIS and remote sensing applications for water resources.

vii. Familiar with use of hydrological and topographic survey measurement equipment such as acoustic current profiler (ADCP), current meter, data loggers, dumpy levels and staff gauges.

viii. Experience in programming languages, such as, HydroLang, Python, etc

ix. Previous experience in the Nile basin and river basins and IGAD regions in Africa with similar projects is an advantage.

x. Experience in Sub-Saharan countries, including in fragile contexts is a plus.

6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

7. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations. Government officials or civil servants of the Republic of South Sudan will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of Interest. An invitation to an oral interview will follow for shortlisted candidates.
