Objective and Purpose of the Assignment

The position is assigned to the Infrastructure Finance 2 Division (PSIF2) within the Private Sector
Operations Department (PSOD). PSIF2 is responsible for deal identification and processing, for
nonsovereign infrastructure projects in East Asia, Southeast Asia, and the Pacific.

PSOD provides investment capital to private sector entrepreneurs, corporates, and project sponsors, as
well as financial intermediaries, such as banks, throughout developing Asia. It catalyzes, structures,
and funds investments in privately held and state-sponsored companies across a wide range of industry
sectors. Its emphasis is on commercially viable transactions that generate financial returns while also
delivering on ADB’s organization-wide mission to promote environmentally sustainable and inclusive
economic growth.

Scope of Work

The consultant will support the transaction processing of PSIF2’s REG: SOURCE Pacific Drinking Water
Project (the Project).

The position will report to PSOD Unit Head of the Pacific, and will work under the supervision of PSIF2’
s REG: SOURCE Pacific Drinking Water Project team.

Detailed Tasks and/or Expected Output

• Assists in the processing of REG: SOURCE Pacific Drinking Water Project;
• Undertakes and manages the necessary technical and financial due diligence;
• Explore private sector water opportunities in the Pacific through the use of innovative technologies.
• Supports or leads the internal approval processes including interface with credit, safeguards,
integrity, legal, and other teams as well as management and the Board;
• With the support of internal and external counsel, ensures for all deals that appropriate legal
documentation is successfully concluded in line with approval and that financial close (i.e., first
disbursement) is achieved in a timely fashion; and
• Undertakes the implementation and the hand-over of administration of the Project, ensures compliance
with required guidelines, policies, and procedures as well as agreed covenants and reporting
requirements up to financing effectiveness.

Minimum Qualification Requirements

• University degree in business administration, finance, or related fields; preferably at post-graduate
level or equivalent
• At least 7 years of relevant professional experience in financing nonsovereign infrastructure project
finance and/or corporate loans (including water supply and urban development sector);
• Specific and relevant experience in emerging market transactions, including the Pacific region
• Excellent oral and written communication skills in English and the ability to communicate effectively
to management.
• International experience working in development in several countries, preferably in East Asia,
Southeast Asia, and the Pacific.
