The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Horn of Africa Initiative: Regional Economic Corridor Project (Addis – Djibouti Corridor), and intends to apply part of the proceeds for consulting services.

The objective of the consulting services (“the Services”) is to provide consultancy services for the detailed design of the water well infrastructure, assessing the water needs of the local community and identifying suitable locations meeting local regulations and environmental standards to ensure sustainability and efficiency in water extraction. The services also include conducting a baseline study, testing well performance, and planning a roadmap for the water well maintenance service. The consultant shall review applicable standard specifications and ensure that project-specific requirements are well addressed in the technical specification, which will form the basis for quality control and for the functional viability of the water wells. The envisaged consultancy services will be conducted over a period of three (3) months after the commencement of the services.

The Ethiopian Roads Administration (ERA), acting as an implementation agency on behalf of the Federal Democratic Republic of Ethiopia, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Key experts will not be evaluated at the shortlisting stage. The following criteria will be used to assess the Expression of Interest documents:

  • Company Establishment [regarding its Areas of Expertise, Core Business, and Year in the Business]
  • Technical and Managerial Organization of the firm
  • Number and diversity of permanent personnel related to the service: Hydrologist / Hydraulics Engineer, Geophysicist, Geologist, GIS Expert, Hydro geologist, Senior Electro Mechanical Engineer and Water Resource Management Expert etc.
  • Experience: completed service projects on design and development of water wells, hydrological/groundwater investigations, well rehabilitation, etc., in the last ten years.

The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” fifth edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Procurement Regulations. Further information can be obtained at the address below during office hours, i.e., 08:30 A.M. to 05:30 P.M.
