Objective and Purpose of the Assignment
The legal specialist is expected to support TA 10090-BAN: Supporting Water Supply and Sanitation
Regulatory Mechanism Development- Legal Expert (56171-001)
Scope of Work
The specialist should have a legal background with experience in drafting laws, rules, and regulations
in Bangladesh. The specialist
should preferably have experience working in the water supply and sanitation subsector.
Detailed Tasks and/or Expected Output
The expert will support LGD and help the national organization on the following:
(i) Develop bill/regulation/ordinance and other documents.
(ii) Reach consensus with the stakeholders and recommend ways to align the laws
with the other relevant acts, laws, and regulations.
(iii) Review the laws and associated operationalization documents and policies (as
appropriate) from legal perspective ensure conformity with the legal requirements.
(iv) Assess relevant laws, regulations, standards, and policies existing in Bangladesh
in the water and sanitation sector and make suggestions on how the autonomy of
the water utilities can be strengthened and practiced.
(v) Provide inputs, from a legal point of view, in the draft road map for establishing the
regulatory mechanism.
Minimum Qualification Requirements

should preferably have experience working in the water supply and sanitation subsector.
Minimum General Experience: 10 Years
Minimum Specific Experience (relevant to assignment): 10 Years
