Objective and Purpose of the Assignment
The technical assistance (TA) will support urban sector analysis, investment strategy, quality project
preparation for a number of ensuing projects in the Pakistan country pipeline 2024–2026, and
implementation of ongoing water and urban development projects in Pakistan. These projects aim to
improve the urban development landscape of the country by building livable cities that are green,
resilient, inclusive, and competitive and boost competitiveness and economic growth. Project preparation
includes carrying out feasibility studies, environmental and social safeguards work, financial
management and procurement assessments, economic analyses, sector analysis and social development
analyses etc. Supporting project implementation requires working closely with the executing agency to
address gaps in project management, procurement, contract management, financial management, and
safeguards, and building capacity through targeted trainings to ensure sustainable operation of
municipal infrastructure.
Scope of Work
The Consultant will support the preparation of ADB’s ensuing projects and strengthen the implementation
of its ongoing projects in the urban and water sector, specifically with regard to urban governance,
policy reforms, capacity development and project management matters. He/she will also support the
preparation of knowledge products (e.g., Pakistan national urban assessment, in-depth urban sector
analysis, and investment strategies) to be delivered under this TA. The Consultant will report to the
concerned ADB project officers in the Water and Urban Development Sector Group Office and Pakistan
Resident Mission.
Detailed Tasks and/or Expected Output
For ADB’s ongoing and ensuing urban and water sector projects, the responsibilities of the Consultant
include, but are not limited to:
-Assist the ADB and executing agency with processing and implementation of ongoing projects;
-Analyze existing capacity of agencies and departments related to the projects;
-Develop capacity building needs assessment for the identified/concerned institutions;
-Develop monitoring, coordination, and evaluation strategy in line with quality and performance
standards of relevant departments;
-Establish and lead a quality control system for the projects including risk management, internal
control standards, internal policies and procedures, internal audit etc. to plan and monitor the
implementation of projects’ activities more efficiently;
-Coordinate closely with executing agency to keep a regular follow-up on the progress of ADB’s ongoing
and ensuing projects, and monitor and evaluate their progress against agreed work plan;
-Coordinate closely with executing agency to keep a regular follow-up on the progress of the ongoing
projects’ legal, sector and institutional reform, and monitor and evaluate their progress against agreed
roadmap;
-Lead the capacity building process within the project by facilitating the development and delivery of
training and capacity building programs for relevant staff in the executing and implementing agencies to
ensure organizational health and sustained performance;
-Lead the process of preparing, implementing, and continuously updating the work plan in line with
project’s requirements and stakeholders’ expectations;
-Review and evaluate the proposed operational and business models (e.g., operational plans, financial
models, tariff setting, HR and performance management, information and asset management, and
communication strategy and outreach) under water supply, wastewater, sold waste management and other
municipal services;
-Conceptualize new institutional structures and reforms that may be necessary to develop the envisioned
infrastructure and services;
-Develop and evaluate effective research methodologies for proposed reform efforts, while also managing,
processing, and interpreting relevant data sets;
-Liaise with key project stakeholders and beneficiaries;
-Collaborate closely with other team members; and
-Carry out any other tasks assigned by ADB.
For the knowledge work to be produced under the TA, the responsibilities of the Consultant include, but
are not limited to:
- analyze existing institutional, legal and regulatory frameworks in the urban sector, at federal,
provincial and local level; - assess the capacity of relevant agencies, departments and institutions contributing to the country’s
urban development and municipal service delivery, carry out needs assessment, and identify gaps and
opportunities; - conceptualize new institutional structures and propose reforms that are catered to local situation and
necessary to deliver improved urban services and promote sustainable approaches to urban development; - review available international/national best practices and key characteristics of enabling
environments surrounding successful models of sustainable urban development; - Assist the international institutional development consultant with research, data collection, and data
analysis for the preparation of urban sector analysis and investment strategies; and - author high-quality reports, policy papers, and chapters of the knowledge products as directed by the
Project Team Leader.
Minimum Qualification Requirements
The policy and institutional development specialist consultant shall possess a university degree in
urban planning, public policy, or related field. The consultant shall possess at least (5) years of
professional experience with the institutional aspects of urban systems in developing country cities,
including Pakistan. The consultant shall also possess direct experience in delivering capacity building
programs on sustainable urban development. Candidates who have worked on ADB-funded urban and water
sector projects in the past will be preferred.
Minimum General Experience: 5 Years
Minimum Specific Experience (relevant to assignment): 5 Years
