The Governance and Water Security Officer will be responsible for overseeing ongoing projects in Petén and Sololá and promoting the governance and water security program by seeking new alliances.
This implies:
The development and promotion of a national water governance strategy in Guatemala, in line with the mission strategy and in coordination with the WASH Coordination (technical approach), Deputy Regional Directorate (programmatic approach) and Regional Directorate (positioning and external relations).
Strategic coordination of water governance programs, leading the program “Access to public water, sanitation and sustainable urban solid waste services in Lake Petén Itzá” in Petén and supervising the Ruk’u’x’ya II program in Sololá, ensuring a strategic and inclusive approach, while identifying synergies between both programs.
Knowledge management and capacity building, leading the systematization of learning, data analysis and training at different levels to strengthen the equity, sustainability and quality of interventions.
The main activities you will perform are the following:
Objective 1: Lead national strategies and strengthen alliances in governance and water security.
Main tasks:
- Design, promote and coordinate a national water governance strategy, in collaboration with the WaSH Coordination, the Deputy Regional Directorate and the Regional Directorate.
- Represent the programme on national and international platforms, ensuring a solid positioning on issues of governance and water security.
- Seek new sources of funding and establish strategic alliances with government institutions, international organizations and key actors, including feminist networks, to mainstream gender into water and sanitation policies.
- Contribute to the development of multi-sectoral strategies such as integrated watershed management and climate resilience, promoting sustainability, inclusion and community participation with a focus on women and youth.
Objective 2: Monitor and implement strategic water governance programs with quality and sustainability.
Main tasks:
- Coordinate the implementation of the program “Access to public water, sanitation and sustainable urban solid waste services in Lake Petén Itzá” with the Project Manager, ensuring an inclusive and strategic approach.
- Oversee the Ruk’u’x’ya II program and lead the transfer of lessons learned from the Ruk’u’x’ya I program from Sololá to Petén, promoting strategic synergies between the two.
- Establish robust gender-sensitive monitoring systems to measure impact, sustainability and inclusiveness in WaSH interventions.
- Ensure compliance with national and international standards in WaSH projects, generating analytical reports that highlight achievements and areas for improvement.
- Ensure management of the team under your charge (selection, induction, monitoring and development).
- Manage budgets and ensure coherence between the technical and administrative planning of both programs.
- Identify and propose effective responses to emergencies and climate risks in the areas of intervention.
Objective 3: Develop capacities and manage technical teams to strengthen water governance.
Main tasks:
- Design and implement training for local communities, municipal stakeholders and technical staff on issues of water governance, water security and gender equity.
- Lead selection, induction, monitoring and technical development processes for staff related to WaSH programs, ensuring a cohesive and efficient team.
- Review and provide feedback on technical reports generated in Sololá and Petén, promoting the quality of the actions implemented.
- Lead the systematization of programs, lessons learned and case studies, integrating digital tools for knowledge management.
- Coordinate with MEAL and technical teams the analysis and use of data to strengthen decision-making and visibility of WASH actions in water governance
Objective 4: Ensure operational management of the Sololá base.
Main tasks:
- Ensure effective implementation of the project in the territory and representation, positioning and networking at local level.
- Ensure the management of base resources: management of the technical and administrative team, financial and logistical supervision.
- Ensure risk management at the grassroots level, including security management through compliance with security protocols, risk monitoring and ongoing communication with the capital, local authorities and key stakeholders.

Education: University degree related to: Economics or equivalent. Desirable Specialized training: Master’s degree in Water and Sanitation and/or any of the following areas: rural development, nutrition, humanitarian aid, development cooperation.
Specific technical knowledge:
- Proven experience in capacity building, governance and financial management in the context of water and sanitation services.
- Proven experience of at least 3 years: institutional relations and representation; management and leadership of high-level multidisciplinary teams; identification, negotiation and management of development and humanitarian action programs.
- Knowledge of concepts, methodologies and tools of Guatemalan political advocacy; Planning: formulation, execution and evaluation of economic and social projects.
- Ability to work effectively with diverse stakeholders, including government officials, NGOs and community members.
Previous experience:
- At least 5 years of experience in development projects, preferably in the area of Water, Sanitation and Hygiene, including planning, implementation, monitoring and evaluation, budget control and reporting.
- At least 2 years of experience in management and leadership of multi-sector teams.
- At least 2 years of experience in inter-institutional coordination (municipalities, governmental and non-governmental institutions, at national, departmental, municipal and local levels).
Knowledge of the humanitarian sector:
- Understanding the rights-based approach, particularly in relation to water and sanitation and development dynamics.
- Knowledge and respect for the Humanitarian Principles

Languages: Spanish, English (desirable)
Mobility (national/international): National mobility to the intervention territories
Commitment to Gender Equality: Previous experience in issues related to the promotion of gender equality or personal commitment to gender equality is valued.
Management of the PQR system: Knowledge, appropriation and rigor in the anti-bribery, corruption and abuse of power policy; High rigor in monitoring the Questions, Complaints and Answers System.
