We’re looking for a leader to drive the big-picture strategy for Water Renewal Services, guiding capital improvement and infrastructure programs that keep things flowing smoothly. Essential Functions

Manages the work of professional, technical and/or other staff; determines organizational structure, staffing needs, and work strategies; ensures adequate resources are available for staff to perform work duties; and ensures that assigned operations and activities comply with organization goals and objectives.

Manages a billion-dollar capital improvement portfolio, ensuring timely and cost-effective delivery. Leads multi-disciplinary teams to implement consistent and transparent business processes for project delivery, continuous improvement initiatives and stakeholder coordination. Leads the development and application of tools and methods to promote transparent and effective project planning and delivery processes. Ensures the yearly update to the CIP including updated cost estimates and schedules for all water renewal projects is completed. Serves as the primary liaison with the finance team to assist in forecasting of budgets and spending. Oversees the development of the CIP prioritized capital project list. 

Oversees the development and implementation of comprehensive utility planning initiatives, aligning long-term capital investments with organizational objectives. Provides leadership to advance the city’s water renewal services to meet future demands. Ensures the consistent use of business case evaluation (risk/benefit assessment) for proposed program enhancements. Applies strategic thinking and program management skills to create comprehensive long-term plans. 

Directs the prioritization and planning work for feasibility evaluations and technical studies to identify potential solutions. Develops scopes of work for staff, consultants, and contractors to ensure alignment with objectives. Facilitates the integration of strategic planning initiatives into the city’s Capital Investment Plan (CIP). Provides analysis and recommendations for planning and permitting activities to ensure alignment with long-term water renewal objectives and regulatory requirements. 

Manages, coaches and evaluates professional staff and consultants, fostering a high-performance culture. Builds cross-departmental collaboration to achieve collective objectives. Serves as a primary spokesperson for Water Renewal Services’ capital planning initiatives. Develops and delivers clear, persuasive presentations to diverse audiences, including city leadership, regulatory agencies and the public. 

Maintains the water renewal services’ level of service goals, collaborating with leadership and other program managers to integrate levels of service into daily work. Understands the data management required to support tracking and implementation of levels of service, working to refine and keep them current in the organization.

Requirements

Required Knowledge, Experience, And Training

  • Bachelor’s degree in engineering, public administration, environmental studies or a related field including 8 years of progressively responsible experience in capital planning, program management, and infrastructure development including 3 years in a leadership role, or
  • an equivalent combination of education and/or experience.


Knowledge of:

  • basic water renewal (wastewater) principles; 
  • program and project management methods and techniques; 
  • principles and practices of financial, technical and operational analyses; 
  • risk management analyses; contract negotiation and execution; and 
  • computer usage including related software with proficiency in Microsoft Excel and PowerPoint.

Ability to:

  • coordinate and lead multi-disciplinary programmatic efforts, bringing together teams and staff members from across diverse specialties; 
  • direct the work of engineering personnel, oversee development of programmatic cost estimates, schedules and scopes for regulatory, condition and capacity projects; 
  • build consensus amongst diverse perspectives; 
  • solve challenges with multiple sets of priorities while ensuring delivery on goals; effectively measure progress against level of service metrics; 
  • align work with department’s direction and city’s vision, mission and values; 
  • communicate complex technical information clearly and concisely; 
  • analyze and interpret complex technical information; 
  • use strong written and verbal communication skills; 
  • communicate effectively in the English language at a level necessary for efficient job performance; and 
  • perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.

Preferred Knowledge, Experience, And Training
Master’s degree in a related field and 12 years of experience.

PMP or PgMP certification from Project Management Institute.

Licensing And Other Requirements

Valid state-issued drivers license.
