Organizational Setting and Reporting Relationship
The position of Climate Change Officer (Climate Change Adaptation) is assigned to the Climate Change team of the Climate Change, Resilience, and Environment Cluster (CCRE) within the Climate Change and Sustainable Development Department (CCSD). You will be based at our Headquarters in Manila, Philippines.
You will report to Director, Climate Change.
Your Role
As a Climate Change Officer (Climate Change Adaptation), you will provide technical support to the development, implementation and coordination of ADB’s climate change adaptation agenda, working with adaptation team members on upstream analysis of climate risk and adaptation opportunities to inform country partnership strategy development, compiling and analyzing sector-related adaptation information to support project design and implementation, processing and administering technical assistance (TA), supporting knowledge generation, and preparing and implementing capacity building activities
You will:
- Work closely with regional departments and sector groups to undertake regular analysis on the status of integration of adaptation in country partnership strategies (CPS) in comparison with adaptation priorities identified in national adaptation policies and plans.
- Support the update/maintenance of climate adaptation related internal database (climate risk screening, climate risk assessment, climate adaptation finance).
- Support in the processing and administration of TAs including selection and supervision of consultants to ensure quality of outputs, including monitoring of status of TA portfolio.
- Support in organizing climate adaptation related trainings for countries and ADB staff.
- Support other climate adaptation team members in developing new initiatives on climate adaptation and resilience.
- Prepare briefing notes, presentation materials, speeches for workshops, conferences, meetings and seminars including those for senior staff and Management, and coordinate inputs from relevant departments and working groups.
- Provide technical inputs and support in the development and implementation of climate change adaptation communication and knowledge products by contributing to the technical content, ensuring quality control in accordance with ADB’s Department of Communication and Knowledge Handbook of Style and Usage, and making them available to a wider audience.
- Assist in the preparation and implementation of regional workshops and /or climate change conferences
Qualifications
You will need:
- Bachelor’s degree in climate science, environmental management, economics, civil engineering, water resources management or relevant fields preferably with advanced training. Alternatively, a university degree in related fields combined with additional relevant professional experience in climate adaptation and resilience can be considered.
- At least 8 years of relevant professional experience in climate change adaptation and/or disaster risk management related work including climate adaptation and disaster risk management policy and planning, development and implementation of climate adaptation programs and projects, and/or climate adaptation finance.
- Strong understanding of the broader climate change agenda, particularly in relation to climate adaptation policy and strategy.
- Technical skills in assessing climate and disaster risks, identifying climate adaptation and resilience solutions, and/or undertaking cost-benefit analysis of climate adaptation will be required.
- Demonstrated strong research, writing and presentation skills.
- Effective report-writing and communication skills in English.
- Ability to liaise and work effectively with internal and external stakeholders.
- Ability to work collaboratively with teams as a constructive team member.
- Excellent presentation and written and verbal proficiency in English
