The Principal Policy Officer is a key member of a team providing governance oversight of the four State-owned bulk water entities: Sunwater, Seqwater, Gladstone Area Water Board and Mount Isa Water Board. Duties of this role include the analysis of financial statements and reports, reviewing and providing advice on business case documents, liaising with stakeholders, providing policy advice and developing a range of executive correspondence and briefing materials.

The ability to think strategically and analyse a wide range of information is key. Candidates should be able to interpret financial statements, analyse complex issues and identify solutions, and clearly communicate issues and recommendations to inform strategic decisions.

The team processes a high volume of correspondence, so strong written communication skills and the ability to manage multiple tasks is a must.

Operating within the Strategic Coordination and Economics area of the Regional Economic Development division, the Principal Policy Officer is an important part of a team providing governance oversight of the four State-owned bulk water entities: Sunwater, Seqwater, Gladstone Area Water Board and Mount Isa Water Board.

Duties of this role include the analysis of financial statements and reports, reviewing and providing advice on business case documents, liaising with stakeholders, providing policy advice and developing a range of executive correspondence and briefing materials.

The ability to think strategically and analyse a wide range of information is key. Candidates should be able to interpret financial statements, analyse complex issues and identify solutions, and clearly communicate issues and recommendations to inform strategic decisions

The team processes a high volume of correspondence, so strong written communication skills and the ability to manage multiple tasks and meet timeframes is a must.

Key duties and accountabilities include to:
• Analyse complex issues as they apply to Queensland government water entities, identify solutions and clearly communicate recommendations to inform strategic decisions.
• Plan, coordinate and undertake board appointment processes for state-owned water entities as required, ensuring consistency with government requirements.
• Liaise, consult and negotiate with state-owned water entities.
• Prepare as directed, or oversee the preparation of, complex briefing notes, submissions, presentations, speeches, publications and correspondence.
• Undertake analysis (including financial) and reporting on the water entities annual reports including the preparation of consolidated annual reports and financial statements, quarterly performance reports and yearly performance plans.
• Coordinate, or assist in the coordination of, the water entities’ input into capital reporting and state budget processes.
• Consult with departmental staff, other government departments and water entity representatives on a range of issues to achieve outcomes that meet the requirements of the department and Minister.
• Exercise judgement to effectively manage competing priorities while working collaboratively with colleague.
