The Albania National Water Supply and Sanitation Sector Modernization Program is a government program that comprises a public investment program (reflected in the MoIE/AKUK Mid-Term Budget Plan) and a set of policy and regulatory instruments. It is framed by a broader, decade-long water sector reform process, which the MoIE and AKUK have been steering with strong leadership since 2016-17, gaining commitment from all sector stakeholders in the country.
This Request for Expressions of Interest aims to assist AKUK in designing and delivering a comprehensive information campaign to promote the shuk.al as an one-stop online system that offers standardized and user-friendly opportunity to anyone to submit a complaint or a request to the Regional Water Utilities. The communication campaign seeks to raise awareness among all Water Utility customers and encourage customers’ adoption of the platform.
The content and tone of communication is expected to reflect the standardization of such services and to inspire confidence that the application process is streamlined and the complaint or request is heard and resolved on time. In this context is important to correctly frame the customers’ expectations by clearly communicating the features of this new approach.
The target of the communication campaign are Water Utility customers across the country, including vulnerable groups, Roma community and other groups in need. At the same time the campaign addresses the businesses as well. Messages in all campaign products should must be given in the most direct, simple, and clear way. The communication products should be designed in accordance with AKUK branding and logo.
The choice of channels, as well as that of products (section below) should allow for easy access from any of target groups, reinforcing the messages through the parallel use of different communication medium through a combination of traditional channels with newer ones, such as online and the social media.

The activities described in these TORs are expected to be completed within a period of 2 months, following the signing of the consultancy contract.
The assignment requires a firm which should possess and demonstrate the combined skills sets and experience detailed below:
- Proven experience in creating and delivering communication outreach campaigns through printed and digital channels.
- At least three (3) years of demonstrated business experience in designing/conception, narration, graphic design, content development, and production of high-quality multimedia content optimized for various online platforms (social media posts, infographics, videos, and website updates) and physical promotional materials (flyers, banners, signage, etc.).
- Expertise in implementing brand identity consistently across both digital and physical products.
- Experience with communication campaign related to public service delivery would be an asset.
- Access to professional equipment and software necessary for video production, graphic design, content creation, and website updates.
The consultant should propose the team to carry out the assignment as presented in this ToR, which should include at least the following mandatory professionals.
The tenderer shall submit CVs and statements of availability for the following key experts:
- Content and Communication Expert;
- Production Expert.
CVs of the staff will not be evaluated during the shortlisting phase, but only during negotiation with the first ranked consultant that will be invited to submit a proposal.
The evaluation criteria to be used for selecting the successful Consultant will be the following:
- General Qualifications, including core business and years in business, (30 points);
- Relevant experience, including previous experience in the field of assignment, (60 points);
- Availability of qualified staff within the consulting firm (10 points).
The service will be selected under the provisions of the World Bank Procurement Regulations for IPF Borrowers (Procurement Regulations), in investment project financing Goods, Works, Non-Consulting and Consulting Services November 2020, in accordance with Open National Selection of Consulting Firms (CQS), Lump-Sum Contract. The Bank requires that firms or individuals involved in Bank IPF procurement shall not have conflict of interest.
