Result of Service
The objective of the consultancy is to support UNEP in producing a strategic framework for 2026–2029, and the Executive Directors report to UNEA, aligned with UNEP’s mission and responds to the evolving environmental landscape. The framework will provide a clear vision, strategic priorities, and actionable objectives to guide the organization’s work for the next four years. The report will identify critical emerging environmental issues and offer actionable policy solutions. Under the overall supervision of the Deputy Director, the Strategic Expert Consultant will: • Coordinate with internal and external stakeholders to gather relevant insights and inputs. • Support the development and validation of a comprehensive strategic framework and report. • Provide recommendations and insights to guide organizational decision-making. (1) Research and Analysis Report A comprehensive report consolidating research on: • Emerging global and regional environmental challenges and trends, with a focus on scientific evidence and data. • Case studies and best practices relevant to UNEP’s strategic priorities. • Lessons learned from the implementation of the current Medium-Term Strategy (MTS 2022–2025). (2) Support the Review and Revision of the Draft Strategic Framework for 2026–2029 Conduct a thorough review of the draft UNEP’s strategic framework, including: • A clearly defined vision, strategic priorities, and objectives. • Integration of stakeholder inputs and alignment with UNEP’s mission and global commitments, such as the 2030 Agenda. • Refinement of strategies to address gaps and capitalize on opportunities identified during the research phase. (3) Draft Section on “The Future of UNEA” and Review and Revise the Executive Director’s Report to UNEA • Develop a draft section on “The Future of UNEA”, providing a forward-looking perspective on the Assembly’s role, evolution, and strategic direction. • Conduct a comprehensive review and revision of the full draft report, ensuring coherence, accuracy, and alignment with the Executive Directors’ priorities. • Integrate feedback and guidance received from the Executive Office and reporting division. (4) Stakeholder Consultation Support Coordination and preparation of materials for stakeholder consultations, including: • Background briefs and summaries for discussions. • Annotated agendas and guiding questions for consultation sessions. • Consolidation of feedback received during consultations into actionable insights for incorporation into the drafts.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. UNEP’s Policy and Programme Division (PPD) performs strategic planning, coordination, and monitoring of UNEP’s programmes and coordinates UNEP’s engagement with the wider UN system and global processes. Additionally, PPD is also responsible for identifying and implementing initiatives to improve the performance, programmatic efficiency and effectiveness of the Division, in its delivery of the Medium-term Strategy (MTS) and Programme of Work (PoW), in collaboration with the UNEP Executive leadership. The Consultant will undertake the following tasks and responsibilities in close collaboration and consultation with the Policy and Programme Division team and other UNEP divisions and offices: 1. Support the development of a forward-looking, actionable strategic framework for 2026–2029, including strategic priorities aligned with UNEP’s MTS and SDG mandates, a robust theory of change, and an innovative results-based management system with measurable indicators. 2. Conduct iterative review sessions with internal and external experts to refine the strategic framework and ensure alignment with UNEP’s goals and stakeholder expectations. 3. Facilitate comprehensive validation and review processes for the strategic framework, incorporating stakeholder feedback through participatory decision-making tools and consensus-building models. 4. Draft Section on “The Future of UNEA” and Review and Revise the Executive Director’s Report to UNEA 5. including a situational analysis, priority recommendations, and policy solutions addressing critical global environmental challenges. 6. Conduct bilateral consultations with key stakeholders to ensure the Executive Director’s Report reflects diverse perspectives and addresses identified gaps. 7. Deliver draft final versions of the strategic framework and the Executive Director’s Report.. Reporting lines The Consultant will report to the Deputy Director, Policy and Programme Division.
Qualifications/special skills
Advanced university degree in environment, sustainable development, public /business administration, economics or other relevant discipline. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree. At least ten (10) years of progressively responsible professional experience in programme/project planning, development, coordination, implementation and evaluation. Managerial experience in environmental and sustainable development and policy analysis. Knowledge of UN programme planning and of UNEP institutional mandates, policies, guidelines and administrative processes.policies, guidelines and administrative processes. • Working experience in developing countries and knowledge of the institutions of the UN system is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
