The Department:

The Role:
You will lead and oversee a state-wide water bore drillers licensing team. Water Bore Drillers licensing provides public value in protecting groundwater resources by ensuring that water bores are drilled by competent, licensed water bore drillers, conforming to sound construction and decommissioning requirements. Focusing on the provision of advice to clients, industry, stakeholders and all levels of government as it relates to Water Bore Drillers Licensing in Queensland, you will lead a team to administer licences in accordance with state and national requirements and deliver educational and compliance functions to support management of the industry as well as the resource.

Key Duties and Accountabilities:
• Provide leadership and management of a state-wide team to ensure their ongoing effective service delivery of water services functions.
• Provide expert and authoritative policy advice relating to management matters for the State’s water resources, in particular on drilling and water management matters submissions, briefs and correspondence to meet the requirements of Minister’s office.
• Proactively develop major client and stakeholder relationships.
• Represent LGWV and undertake consultation with departmental clients, all levels of government, and others including representation of the State at interstate forums.
• Develop and manage budgets, business plans and workforce capability plans necessary to the achievement of business outcomes.
• Provide input and support the development of statewide policies and procedures in support of water related legislation.
• Provide input into and represent the State’s position on the National Driller Licensing System Agreement Memorandum of Understanding.
• Proven ability to rapidly adapt to change and refocus direction on specific key departmental priorities in accordance to departmental deliverables.
• Make decisions under the Water Act 2000 and all subordinate legislation and regulations.
• Undertake high-level project management and client management to manage expectations in an environment of competing demands and limited resources.
• Resolve complex technical issues to find solutions for clients supported by evidence and sound decision making.

About You:
• A degree in Engineering, Water Resource Management, Geology, Hydrology, Applied Science highly regarded.
• Knowledge/experience with water bore drilling highly regarded.
• Driving Government vehicles to conduct the business of the department will be required, a “C” class drivers’ licence would be highly regarded.
• Travel away from the centre will be required. This may involve travel outside of normal office hours and/or overnight accommodation for extended periods.
