Objective and Purpose of the Assignment
![]() | In 2021, the Asian Development Bank (ADB) approved the Cluster Technical Assistance (TA) Mainstreaming Water Resilience in Asia and the Pacific which supports (i) climate resilience in the water sector by facilitating a shift toward climate-resilient and low-carbon development; and (ii) integration of information and communication technology (ICT), digital, and remote sensing tools and technologies for resilient, inclusive, and sustainable water security. As part of the Cluster TA, ADB’s Water and Urban Development Sector Group (SG-WUD) Strategy and Partnerships team (S&P) is managing the Asia and the Pacific Water Resilience Hub (https:\\hub4r.adb. org). The Hub is an open online platform that connects ADB staff and developing country members (DMCs) with experts, partners, solution providers, knowledge and training providers to collectively address water resilience challenges. The Hub offers: (i) opportunities for connections with water agencies and professionals active in the Asia and the Pacific region (ii) region-specific knowledge, (iii) existing and tailored knowledge, training, and project support. Several other S&P initiatives, funded through the Cluster TA and/or other funding sources and housed under the Hub platform, are concerned with promoting innovation and capacity development among DMCs. These include the ADB e-Marketplace webinar series, Accelerating Innovation & Digitalization (AID) program, Water Organizations Partnerships for Resilience (WOP4R) program, and the planned WUD Innovation Center. ![]() |
Scope of Work
![]() | The consultant will support the Asia and the Pacific Water Resilience Hub’s daily operations, content development, communication, and outreach efforts, as well as other SG-WUD innovation and knowledge management initiatives. Key responsibilities include assisting in Hub operations, engaging with partners and experts, managing the Hub’s website and knowledge database, and monitoring its impact. The role also involves coordinating innovation and capacity development programs, such as the ADB e-Marketplace webinar series, and supporting the production of knowledge products, events, and strategic initiatives. Additionally, the consultant will contribute to monitoring and evaluation efforts to enhance program effectiveness.![]() |
Detailed Tasks and/or Expected Output
![]() | The objective of the assignment is to provide support in the day-to-day tasks of the Asia and the Pacific Water Resilience Hub, including its content, communication and outreach activities, and other SG- WUD initiatives on innovation and knowledge management. The consultant shall have the following tasks and responsibilities. A. Hub Operations (i) Support the S&P team in all Hub operation activities, in alignment with the Hub work plan. (ii) Engage with existing and potential Hub partners and experts, including working with them on the development of content, and capacity building opportunities to be delivered through the Hub. (iii) Work with the Hub web development team on the development, redesign, and/or revamp of the website. (iv) Monitor the traffic and engagement data of the Hub website. (v) Streamline and add to the Hub’s knowledge database of knowledge products, tools and resources. (vi) Manage user registrations and partner applications. (vii) Monitor other similar learning and communication sites managed by other entities to identify good practices and lessons learned, that can be considered in the further development and management of the Hub. (viii) Support monitoring and evaluation activities of the Hub, in terms of the extent to which it has achieved its intended objectives, and make recommendations for improving its effectiveness, as needed. B. Support for Innovation and Capacity Development Programs (i) Manage the ADB e-Marketplace webinar series by liaising with partners and speakers, ensuring alignment of agenda and content with ADB strategic priorities. (ii) Support innovation and capacity development programs such as AID and WOP4R, including monitoring and evaluation, and make recommendations for improving program effectiveness. C. Communication and Knowledge Management (i) Support the development and/or production of various knowledge products and strategic knowledge initiatives by writing, providing technical inputs, and/or reviewing. (ii) Support the design, planning, execution, and/or evaluation of various events (e.g., ADB Water & Urban Forum 2025, international conferences). (iii) Other related S&P tasks as per need. ![]() |
Minimum Qualification Requirements
![]() | The consultant shall have a degree in water engineering, civil engineering with specialization in water management, environmental engineering, water management, or similar and a minimum of 3 years’ professional experience. The consultant shall be proficient in English. Experience in project management is essential. Experience in science communication and knowledge management is desirable. |
