How you will contribute as part of the TRCA team:
The Engineer, Water Resources Engineering is responsible for the review and commenting on routine development and infrastructure applications associated with the Planning Act, the Environmental Assessment Act (EA) and applications pursuant to the Conservation Authorities Act, Ontario Regulation 41/24 (O. Reg. 41/24).Under the direction of the Senior Engineer, Water Resources Engineering, conducts standard designs for internal projects with the focus on water resources engineering.
Major Responsibilities:
- Regularly provide review and comments to guide design for Minor to Standard level planning and permit applications (private sector works) related to subdivision plans, site plans, zoning amendments, plans of condominium, erosion and sediment controls, and public sector infrastructure works.
- Occasionally provide review and comments to guide design for Major or Complex level applications related to an MESP or d-level planning document, or areas of environmental or political sensitivity.
- Regularly provide review and comments to guide design for primarily Standard level EA applications (public sector works) related to new and replacement infrastructure, including roadway widenings, large culvert and bridge replacements, and public building and parking structures.
- Occasionally provide review and comments to guide design for Major or Complex level EA applications related to Master Studies or areas of environmental or political sensitivity.
- Review aspects for the above focuses on the water resources engineering requirements, including checking the hydrologic and hydraulic modelling for accuracy and compliance to TRCA and MNRF standards and guidelines using a variety of computer models and an assessment of the grading, stormwater management, floodplain management, wetland water balance, fluvial geomorphology, and erosion and sediment control plans for compliance to TRCA and MNRF standards and guidelines.
- Meet with planners and internal technical staff (planners, ecologist, hydrogeologists, and geotechnical engineers) to collaborate comments ensuring no overlap, same general direction.
- Attend internal and external meetings, site visits as required to discuss interests of the conservation authority (CA).
- Oversee Technologists, Water Resources Engineering with respect to information requests applicants or their consultants.
- Completes QA/QC reviews of work submitted by external consultants in support of Infrastructure and Restoration Division projects to ensure compliance with TRCA and MNRF standards and guidelines.
- Supports the Senior Engineer, Water Resources by providing technical design and input to internal projects, including hydraulic and hydrologic modelling for floodplain management, stormwater management, site design, grading, and reporting
- Performs on-call duties after hours function approximately 8-12 times a year, completing daily operational tasks and procedures as per Flood Forecasting and Warning Program
What will you need to succeed:
Education (degree/diploma/certifications/licenses)
- University degree in an Engineering, Water Resources or related discipline
- Licensed or actively pursuing (requirement to achieve full designation within 18 months) Professional Engineer with Professional Engineers of Ontario; or out of province or international licensed/registered engineer with the requirement to obtain Ontario designation within 12-18 months
- Valid Ontario Class G2 driver’s license
Experience
- 4+ years of work experience in water resources engineering related to flood hazard computer modelling and mapping, hydrologic computer modelling, stormwater management design and computer modelling, and erosion and sediment control
Knowledge/Skill/Ability – Competencies
- Demonstrated ability to conduct flood plain assessments, including preparation of hydrologic and hydraulic computer modelling, flood plain mapping production and/or adjustment, and mitigation practices within a floodplain
- Demonstrated ability to conduct stormwater management designs and/or reviews, including an understanding of facilities and best-management-practices that provide stormwater management quality treatment, quantity control, erosion control, and water balance. This must include conventional and LID/green infrastructure practices
- Demonstrated ability to prepare and/or review erosion and sediment control drawings and reports.
- Demonstrated ability with hydrologic/hydraulic computer models, including HEC-RAS, Visual OTTHYMO, and PCSWMM
- Understanding of 2-dimensional modelling uses and limitations
- Influential communicator able to facilitate discussions between parties with different perspectives of competing interests and resolve conflicts
- Influences decisions by presenting technical information and evidence in an appealing and easy to understand manner
- Proficiency in MS Office suite including online software such as MS teams, WebEx, and SharePoint
