Hiring Individual Experts to Provide Services as Members of the Dam Safety Review Panel (DRP) under CResMPA

The Democratic Socialist Republic of Sri Lanka has received financing from the International Bank for Reconstruction and Development (IBRD – World Bank) to meet the cost of the Climate Resilience Multiphase Programmatic Approach (CResMPA), which is being implemented by the Ministry of Agriculture, Livestock, Lands and Irrigation, Sri Lanka and intends to apply part of the proceeds for establishing and function a Dam Safety Review Panel (DSRP).

The Project Director on behalf of CResMPA now invites eligible individuals who have sound track records to perform as experts indicated below to indicate their interest in undertaking expert and dedicated services specified in the individual Terms of References.

The Dam Safety Review Panel established under the CResMPA will independently review feasibility study reports, geological and hydrological investigations and hydraulic model outputs, structural & mechanical designs, drawings, specifications for instrumentation, estimates and bidding documents of the three hydraulic structures for construction of Ambathale Salinity barrier, Wee Oya Reservoir and Upper Daraniyagala Reservoir at different stages. The role and responsibility of the DSRP and its members range from feasibility study up to the first impoundment of the reservoirs during the three financing phases of the CResMPA to ensure the safety of dams. The objective of the DSRP is to provide an independent review of the deliverables of the consultants hired to conduct a feasibility study, developing detailed design and related studies of Ambathale Salinity Barrier, Wee Oya Reservoir and Upper Daraniyagala Reservoir, reports on investigations, detailed design, construction methods, and including Operation and Maintenance Plans (O&MP) and Emergency Preparedness Plans (EPP) of dams to ensure the safety aspects of the dams.

The DSRP shall independently evaluate the technical soundness, adoption of modern and advanced state-of-the-art technology and green concepts for designing the dams for construction under the project in terms of safety of the dams, cost-effectiveness of construction, environmental friendliness of construction and ensure operational efficiency of dams and related structures developed by consultants hired by CResMPA. The DSRP also inspects and reviews the construction works of the above-mentioned dams during the construction period to make sure that contractors hired by the project are adhering to the design requirements and construction standards, comply with environmental and social safeguard requirements necessary for ensuring dam safety by getting necessary approval for the method statements in each stage of the construction of the dams and also to make a recommendation to Project Coordinating Team (PCT) for settling bills and liabilities to contractors in line with the World Bank (WB) operational Procedure (OP 4.37 – Safety of Dams) agreed by the government by signing the financing agreement with the World Bank.

This assignment contains; 

  • To provide an independent expert review of the additional studies/surveys conducted by the consultant including conducting physical model and it’s outcome use for the detailed design developed and bidding document prepared for the Ambathale Salinity Barrier and the quality of the construction works of the Salinity Barrier and its readiness for commissioning; review the additional studies/surveys conducted by the consultant including conducting physical model and it’s outcome use for the detailed design developed and bidding document prepared for Wee Oya reservoir;  review of feasibility study of the Upper Deraniyagala reservoir and review of additional studies/surveys conducted by the consultant including conducting physical model and it’s outcome use for the detailed design developed and bidding document prepared for the Upper Daraniyagala reservoir from the planning and designing stage of the detailed design in terms of hydrology, hydraulics, geotechnical, landslide mitigation, hydropower and social and environmental safeguard for finalizing foundation, structural, and electro-mechanical designs for the three dams.
  • To provide advice and recommendations based on the reviews to the Client (the Ministry of Irrigation, the Irrigation Department and the PCT) on required actions to modify, revise, or adapt the relevant aspects of investigations, feasibility study, design, construction, and the start of operations including dam safety plans, i.e.  Construction Supervision & Quality Assurance Plan, Instrumentation Plan, Operational & Maintenance Plans, and Social & Environmental Mitigation Plan (SEMP), Emergency Preparedness Plan (EPP) to ensure the safety of these three hydraulic structures and associated facilities to acceptable standards as per the requirements of the World Bank OP 4.37  to provide expert inputs for improving designs to ensure the adequacy of the designs and their standard/criteria, and implementation methodology in terms of the safety of dams and their operational efficiency.
  • Review the construction of dams to ensure that construction works are in accordance with the design and standards set out in the design to ensure dam safety, avoid possible adverse social and environmental impacts, and improve operational and maintenance efficiency.

Request for Expressions is invited from Individual Experts who have foreign exposure in carrying out similar assignments, qualifications, and capacity to undertake the following expertise to serve as members of the DSRP:

  • Structural Engineer/Dam Design Expert (concrete, rock fill, Roller Compacted Concrete Dams);
  • Geotechnical Engineering Expert;
  • Hydrologist
  • Hydraulics Engineering Expert;
  • Electro-mechanical Engineering Expert;

Interested individuals must provide information indicating that they have the required qualifications and relevant experience to undertake this assignment and also indicate their availability to undertake the individual assignment and also ready to work as a panel to complete the specific roles and assignments given by the Project Director as per the TOR to work in the office and the field during the assignment.

The shortlisting criteria for selecting Individual Experts is included in the TOR.

Individuals will be selected following the Selection of Individual Consultants (IC).

Interested individuals shall provide their CVs and other necessary details/information as requested in the TOR for shortlisting.
