Objective and Purpose of the Assignment
The objective of the new consultancy assignment is to advise the Chair and Vice-Chairs, Steering
Committee, and Secretariat on:
- Organizational improvements to its governance structure and operations.
- Options for sustainable financing for its operations
- Opportunities to engage with partners and possible niche or advocacy areas
- Areas to improve coordination within the organization and attract new members
- Recommendations on how NARBO can support improving the enabling environment for would-be-RBOs in the
region
Scope of Work
In close coordination with the International Water and Organizational Development Specialist, the
consultant will undertake the following tasks:
Engagement with NARBO Members
- Assess and update the NARBO database of past and existing Members, including their details, roles,
and contributions. - Develop a plan to inform and engage more with NARBO Members using digital tools and international
events, include Members’ needs, preferences, and recommendations. - Develop a strategy to attract new NARBO Members using digital tools and events.
Branding Strategy
- Develop a comprehensive branding strategy and guidelines to enhance NARBO’s identity and recognition.
- Create guidelines for consistent branding across all communication channels, including logos, color
schemes, and messaging. - Design templates for reports, presentations, and other materials to ensure a professional and
cohesive look.
Digital Transformation
- Engage with NARBO Members via a survey and/or short calls to collect suggestions for improvements for
the website and other forms of communication. - Evaluate the current NARBO website and recommend improvements for better user experience and
engagement using the following categories: i) NARBO Website in General ii) Informing and Engaging with
NARBO Members iii) Attracting new members, partners, and financial resources iv) knowledge management - Recommend improvements to the websites layout and functionality based on the plan.
- Develop a social media strategy to increase NARBO’s presence on platforms such as LinkedIn,
Facebook, and Instagram. - Create an operation and maintenance plan of the website and social media accounts including required
human and financial resources and a focus on content management to ensure regular updates and fresh
content on NARBO’s digital platforms, enhancing layout and functionality.
Capacity building and knowledge management:
- Conduct a capacity needs assessment to identify priority areas for development of NARBO Members and
potential new members in Asia and the Pacific. - Identify how NARBO can serve as an institutional partner to ADB’s planned and ongoing regional
programs such as the Resilient River Basin Initiative (RRBI) and
ADB Water Operators Partnership for Resilience (WOP4R) program.
- Advise on approaches and frameworks for initiating policy dialogues with NARBO members, and value
for Asian Development Bank (ADB) and Developing Member Countries (DMCs). - Provide recommendations on involvement of young water professionals in RBOs capacity building and
knowledge management, as well as NARBO as organization and ADB. - Seek alignment and collaboration on knowledge exchange for project designs and support via ADB’s
WOP4R/River Basin Twinning initiatives, for mentors and mentees - Combine the outputs of these activities in a capacity building and knowledge management plan.

Minimum Qualification Requirements
Educational Background
- Master’s Degree in Marketing, Communications, Digital Media, Public Relations, Water Management,
Environmental Management, or a related field.
Professional Experience
- 4 years of experience in digital marketing, communications, or a related field, with a focus on
developing and implementing comprehensive communication strategies. - Proven track record in managing and improving websites and digital platforms, content management, and
user experience enhancements. - Experience in conducting capacity needs assessments and developing capacity-building programs.
- Demonstrated ability to engage with diverse stakeholders, including government agencies,
international organizations, and community groups. - Ability to develop and implement branding strategies and guidelines
- Experience in creating engaging digital content, including infographics and interactive tools.
Minimum General Experience: 5 Years
Minimum Specific Experience (relevant to assignment): 4 Years
