Objective and Purpose of the Assignment
To develop a comprehensive, easy-to-read, and actionable roadmap that outlines the strategic direction,
priorities, and implementation plan for urban and water sector development in the Pacific region for the
next five years, taking the lessons learned and performance from the current roadmap.
Scope of Work
Reporting to an assigned Project Officer, the consultant will work primarily with a team composed of ADB
staff for the development of the PAUW Roadmap 2026-2030. The consultant will share outputs and engage in
discussions with a cross-sectoral team within ADB, interact with regional and country teams for
feedback, and conduct a review of literature including an analysis of the current situation and
challenges in the Pacific region. The main output is the PAUW Roadmap 2026-2030.
Detailed Tasks and/or Expected Output
The consultant will undertake the following tasks in accordance with ADB’s relevant policies and
guidelines, but not limited to:
- Literature review and data collection:
- Review existing ADB documents, policies, and strategies related to urban development and water
management in the Pacific. - Collect and analyze up-to-date relevant data on urbanization trends, water supply, sanitation, and
waste management in the Pacific DMCs.
- Facilitate consultation within ADB cross-sectors and regional/country offices:
- Prepare the structure and timeline for a series of consultations, including the logistics, invitations
and agenda with support from an ADB analyst. - Facilitate the discussions with key specialists within ADB (operations, climate change, finance,
procurement, regional and country offices, etc.) to gather insights and feedback on Pacific challenges
and trends, lessons from current PAUW 2021-2025 and priorities for the new cycle. - Document and summarize the insights and feedback from the discussions.
- Assessment and analysis:
- Assess the current state of urban development and water management in the Pacific DMCs.
- Identify key constraints, opportunities, and best practices in the region.
- Analyze the impact of climate change, population growth, and economic development on urban and water
sectors.
- PAUW Roadmap development:
- Propose the priority areas or pillars for the new cycle of the PAUW Roadmap 2026-2030 in alignment
with ADB’s Strategy 2030 and the new Pacific Approach 2026-2030 (under development). - Define a clear vision, describe the pillars, dimensions, strategic targets, and indicators for
monitoring progress. - Identify best practices in ADB projects and other innovative solutions in the Pacific that addresses
the challenges and aligns with the proposed priority areas. - Develop the structure and the content of the Pacific Urban Development, Water and Sanitation Sector
Roadmap 2026-2030. - Presentation of the draft PAUW Roadmap to obtain feedback and refine the document for a Final version.
- Summary report:
- Prepare a short report summarizing the process for the development of the PAUW Roadmap, including
annexes with the list of interviewed experts, brief of consultation sessions, bibliography consulted,
etc. Include a short chapter with recommendations to improve in a future edition.
Minimum Qualification Requirements
The specialist should have:
- An advanced degree in urban planning, water resources management, environmental engineering, or a
related field. - At least 10 years of professional experience in urban development and water management, preferably in
the Pacific region. - Proven track record of developing strategic plans, roadmaps, or similar documents in the water and
urban sector, with preparation of similar Roadmaps in the Pacific desired, - Strong analytical, research, and report-writing skills.
- Excellent communication and stakeholder engagement skills.
- Flexibility to go on missions to the Pacific, as needed.
Minimum General Experience: 10 Years
Minimum Specific Experience (relevant to assignment): 10 Years
