Salary:  GHS182,753 – GHS286,864 per annum with excellent benefits

About the Team:

The Sustainable Programmes Department (SPD) offers both strategic and technical guidance in executing the WaterAid Ghana Program Plans. Essential to this department’s role are program design, delivery, risk mitigation, project implementation and adaptive management. With a commitment to upholding WA Program Quality Standards, Monitoring, Evaluation, Accountability and Learning (PMER) Policy and Core Procedures, donor guidelines, and industry best practices, the department ensures that projects are designed and executed to deliver top-tier programs for the benefit of the underprivileged and vulnerable.

About the Role:

The Program Manager, WASH and Public Health, is responsible for leading the integration and implementation of comprehensive Water, Sanitation, and Hygiene (WASH) initiatives within public health systems to advance universal access to WASH. This role provides strategic direction and technical expertise in program design, implementation, performance management, and quality assurance, driving WASH access at scale within health systems.

In this you will;

Strategic Oversight and Policy Alignment:

  • Lead the design and implementation of WASH for Public Health Program and projects, ensuring the delivery of sustainable, inclusive, and scalable WASH services in rural health systems.
  • Provide technical leadership on WASH system strengthening in health services, including sector assessments, planning, financing, and policy alignment.
  • Contribute strategic insights to the development and review of the Country Strategy to align WASH programming with national priorities and WaterAid’s vision.

Program and Project Management:

  • Manage the full lifecycle of WASH for Public Health Program and projects, ensuring compliance with WaterAid’s standards, values, and donor requirements.
  • Ensure projects achieve high technical quality by adhering to national best practices and WaterAid’s Program Quality Standards.

Partner Engagement and Relationship Management:

  • Mobilize and manage implementing partners, fostering strong collaborations to ensure program success.
  • Build and maintain relationships with key stakeholders, including government agencies, donors, and community leaders.

Programme Development and Fundraising:

  • Collaborate with the funding team to grow the funding portfolio through innovative resource mobilization strategies for the WASH for Public Health Program.
  • Build and manage relationships with donors, ensuring compliance with their requirements and alignment with WaterAid’s priorities.

Requirements

About You:

To be successful, you’ll need: 

  • Master’s degree in Public Health, Environmental Health, Water Resources Management, or a related field.
  • Minimum of 8 years of experience managing WASH programs, particularly in public health systems, with a proven track record of successful project design, implementation, and reporting.
  • In-depth understanding of and experience integrating Safeguarding, Child Protection, Gender Equality, and Social Inclusion into program design and implementation.
  • Demonstrated ability to lead, mentor, and manage multidisciplinary teams, with strong coaching and performance management capabilities.
  • Strong organisational skills, versatility, and ability to multi-task and meet deadlines with experience in effective budget management.
  • Proven ability to build and maintain relationships with diverse stakeholders, including government agencies, donors, and community organizations.
  • Strong experience in developing programmes, funding proposals, engaging donors, and managing resources effectively to meet program objectives.
  • Proficiency in designing and implementing MEAL frameworks to track program performance and outcomes.
  • Strong public speaking and advocacy skills, with experience representing organizations in national and international forums related to WASH and public health.

Desirable skills 

  • Knowledge of implementing market-based approaches to enhance WASH sustainability and scalability.
  • Acquaintance with digital health technologies applicable to WASH projects.
  • Awareness of environmental and climate factors affecting the WASH/Health sector.
  • Advocacy skills, particularly in WASH for public health campaigns.
