JOB ADVERT – WASH DMEAL Technical Specialist 

We are the well:fair Foundation (well:fair) and we are dedicated to providing people in the rural regions of Ethiopia, Kenya and Tanzania with access to water, sanitation, and hygiene (WASH), thereby laying the foundation for a life of health, education, and human dignity. Currently, our team consists of 15 committed individuals working towards realizing this fundamental human right. As one of the first nonprofit foundations, we have established and externally certified a quality management system to ensure the professional, effective, and responsible execution of our foundation’s activities—both in Germany and in our project regions.

GENERAL INFORMATION

As the WASH DMEAL Technical Specialist you will support in Design, Monitoring, Evaluation and Learning of WASH projects so that they are well executed as per standards and requirements. The overall goal is to enhance the growth of existing partnerships, in quality in order to ultimately increase our impact by realizing the human right to water. Specifically, the grants and partners shall be supported in Grant Reporting, Monitoring and Evaluation. The job starts mid 2025 with at least a 12-month agreement with the possibility of extension.

Responsibilities

DME implementation – 30%

  • Provide support to partners while they undertake WASH projects assessments, analyze and interpret assessment findings, and utilize the assessment findings. 
  • Provide support to partners in planning for WASH Grants baselines and evaluations, especially in developing or adapting measurement tools, managing data collection, analyzing and interpreting data and utilizing findings
  • Improve existing tools and WASH monitoring system, facilitating use of the monitoring system, analyzing and synthesizing information, communicating and using monitoring data

Reporting and documentation – 30%

  • Work with the partners to ensure timely and quality reports are developed and disseminated 
  • Review of reports and ensure alignment with the templates and quality standards and are timely submitted
  • Implement tracking for key WASH indicators of strategic relevance from secondary and primary data, with partners 
  • Ensure continuous learning and documentation of lessons learnt and best practices for program design, monitoring and evaluation frameworks related to WASH program.
  • Provide technical support to ensure that the report findings inform the basis of subsequent programme design and coordinate project reflection and learning to ensure achievement of project objectives.

Programmatic and strategic support for WASH projects – 30%

  • Support ensuring Quality Assurance for all projects being implemented
  • Provide support and participate in strategy design or re-design and in the production of a well-designed WASH program that is aligned with existing guidelines, standards, well:fair standards and local government guidelines while corresponding to community needs and contexts.
  • Support review of work plans and budgets submitted by partners in proposals. 
  • Provide programmatic support to partners in East Africa based on their need in WASH program

Capacity building of Staff and Learning – 10%

  • Lead in building capacity of colleagues and partners on monitoring & evaluation processes.
  • Coordinate learning events for the WASH program and ensure adoption of learning identified. 
  • Ensure documentation and project learning are disseminated to relevant stakeholders
  • Capacity building of partners on specific grants programming and reporting guidelines

Requirements

  • Minimum Bachelor’s degree in a relevant field from a recognized University. An advanced degree will be an added advantage.
  • 5 years experience in WASH programming out of which 3 years’ experience in M&E positions including participatory research and impact measurement in WASH programing;
  • Minimum of 5 years’ experience with regards to the designing, planning, implementation, supervising and reporting on integrated development, relief and/or development aid projects;
  • They must have both an extensive conceptual understanding of and demonstrated practical command for implementing program design, management and evaluation principals: 
  • Must have some experience in organizational learning and documentation and have good writing and editing skills.
  • Experience in NGO / humanitarian and / or development sector
  • Proven technical ability around M&E (i.e. experience in Data collection on the Open data kit platform and other mobile based applications (e.g. mWater), ability to conduct data analysis and interpretation
  • Must be a citizen or permanent resident in Tanzania.
