The Senior Project Officer Governance supports the Assistant Director People and Coordination to ensure effective governance, HR, coordination, and administrative practices align with the legislative and administrative responsibilities of the Inspector-General. In this role, you will oversee a broad range of functions and have the opportunity to contribute to various projects that enhance the Inspector-General’s capabilities. Key responsibilities include providing corporate governance advice, guidance and support to staff, as well as leading and coordinating business improvement activities across the broader office. In addition, the Senior Project Officer – Governance will provide support to the Assistant Director People and Coordination in activities related to People, Culture and WHS as required. A key focus of this role is driving continuous improvement by developing and refining business processes, engaging with stakeholders, gathering feedback, and implementing improvements in the pursuit of best practice within an identified integrity agency.
Who we are
The Inspector-General of Water Compliance (Inspector-General) is an independent statutory role and an identified integrity agency, supported by staff provided by the Department of Climate Change, Energy, Environment & Water (the Department).
Inspector-General’s vision: Water management and use within the Murray-Darling Basin is lawful, transparent, and accountable, and the Australian public is confident in the integrity of Basin Plan delivery.
Inspector-General’s purpose: The Inspector-General ensures various government bodies, water managers and users in the Murray-Darling Basin (the Basin) comply with their obligations under the Water Act 2007 (Cth) (Water Act) and the Basin Plan 2012 (Cth) (Basin Plan) and drives governments and water managers to uphold high standards of integrity and performance.
The Inspector-General’s role includes oversighting the performance of government agencies in the management of Basin water resources, as well as ensuring compliance with various commitments under legislation.
The Inspector-General currently has offices located in Adelaide, Albury, Brisbane, Canberra, Dubbo, Goondiwindi, Mildura and Sydney. The Department also has a state office in Melbourne. The Inspector-General can support regional relocation to one of our Basin communities.
This role reports to the Assistant Director People and Coordination within the Strategy and Governance team. The Strategy and Governance team is the administrative centre of the Inspector-General of Water Compliance, and is responsible for establishing and administering governance, risk, and reporting frameworks, as well as facilitating corporate services for the office, in accordance with the legislative and administrative responsibilities of the Inspector-General.
The Strategy and Governance team is responsible for:
- Corporate Governance.
- Strategy and planning.
- Enterprise risk management.
- Corporate services, including finance and procurement, human resources and WHS.
- Change management.
- Office-wide coordination.
The Job
The role will be responsible for:
- Leading the development and implementation of office wide organisational development strategies, systems and processes that enable the achievement of the Inspector-General’s goals and objectives, supported by the Assistant Director People and Coordination.
- Identifying, developing, and managing projects and initiatives at both organisational and branch levels to drive continuous improvement across the Inspector-General.
- Providing insightful corporate governance advice to staff at all levels while ensuring alignment with the Department’s governance frameworks and policies.
- Assisting with the coordination of HR and WHS functions, including but not limited to onboarding and offboarding, performance agreements, risk management, as well as ensuring compliance with departmental policies.
- Providing support as needed throughout the recruitment process, helping to ensure smooth and efficient processes.
- Supporting the establishment and ongoing maintenance of the Capability Framework for the Inspector-General.
- Supporting the completion of a WHS evaluation and ongoing maintenance of WHS risk registers and action plans for the Inspector-General.
- Collaborating with internal and external training providers to coordinate the development and facilitation of relevant training sessions and programs and supporting staff with training needs as required.
- Regularly reviewing and communicating updates to relevant policies and procedures to ensure they remain current and effective.
- Providing general support to the Assistant Director People and Coordination and broader Strategy and Governance team as required.
Knowledge and Experience
The successful applicant should be able to demonstrate the following:
- Possess a formal qualification in a related discipline (Business, Organisational Development, Human Resources or other), and / or have substantial relevant experience in a similar role.
- Demonstrated experience in process development and business improvement, with the ability to contribute to embedding a culture of continuous improvement in the organisation.
- Demonstrated prior experience and knowledge of corporate governance.

Desirable Qualifications
- Degree or Diploma in a relevant discipline such as Business, Organisational Development, Human Resources, or relevant experience in a related field.
Eligibility
Citizenship – To be eligible for employment with the Department of Climate Change, Energy, the Environment and Water you must be an Australian citizen.
Security Clearance – This position requires a Baseline Vetting security clearance. You will be required to obtain and maintain a clearance at this level.
Pre-employment Check – Your suitability for employment will be assessed through a pre-employment screening process. This process includes a requirement to undergo and satisfy a National Police Check, referee checks, character clearance and where required a pre-employment medical assessment, specified mandatory qualification(s) validation and a probation period of 6 months.
