(FIRM CONSULTING SERVICES)
NAME OF PROJECT: P4: KIRIBATI PACIFIC REGIONAL OCEANSCAPE PROGRAM (PROP) (Project Component 3/Sub-Component 3.1).
Assignment Title: Development of a Lagoon and Coastal Fisheries pollution and Seafood toxin monitoring and Management plan.

The Government of Kiribati through the Ministry of Fisheries and Marine Research Development (MFMRD) has received financing from the World Bank toward the cost of the Pacific Islands Regional Oceanscape Program (PROP).
The consulting services (“the Services”) focus on a study to determine measure contaminant concentrations in Tarawa and Kiritimati to generate baseline data on what is present. The other focus of this
assignment is to develop a pollution and ecosystem hazard risk management plans for the 2
Islands with recommended actions to the implement the plans.
The assignment is envisaged to involve a workload of 240 working days over a 12 months period.

The MFMRD now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations and based on the following criteria:
Mandatory:
- A minimum of 7 years of extensive experience in the development of seafood risk assessments and design of test procedures for monitoring toxins and chemical hazards in seafood.
Desirable:
- Particular experience in monitoring ciguatera and scombrid fish poisoning an asset.
- Extensive field experience in monitoring toxins and chemical hazards in seafood, including design of scientific surveys for monitoring seafood contamination and diagnostic test procedures.
- A proven broad experience and involvement in marine environmental research and planning; and
- A strong understanding of the work of International Standards bodies such as the Codex Alimentarius Commission, the Codex Committee on Contaminants in Food (CCCF) regarding permitted maximum levels or guideline levels for contaminants in food, the work of the Joint FAO/WHO Expert Committee on Food Additives (JECFA).
Key Experts will not be evaluated at the shortlisting stage.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Expressions of interest must be delivered by email with attachments no more than 3MG, to the address below by 3rd February 2025. For those who have submitted their REOI, don’t need to submit their expression of interest.
