We are seeking for a Short-Term Consultant (STC) appointed to support IFC’s technical due diligence for the Aqaba-Amman Desalination and Conveyance Project in Jordan. This work is focusing on the identification and management of technical and sector risks associated with the project.
Objectives
The primary objectives of the STC are to support the IFC technical lead for the AA project:
- Providing technical insights and analyses to inform IFC’s decision-making.
- Coordinating communications with other lenders, the Lender’s Technical Advisor (LTA), and the project client regarding technical matters.
Scope of Work
The STC’s responsibilities will include, but are not limited to, the following:
Review of Technical and Sector Deliverables
- Assess LTA deliverables: Work closely with IFC’s technical team in conducting detailed reviews of technical reports and documents provided by the LTA, ensuring that they align with project requirements.
- Share IFC feedback: Proactively communicate comments and insights from IFC to other lenders, ensuring all stakeholders are consulted and informed.
- Provide support to the IFC technical lead: by carrying out technical and sector analysis for the AA project and associated work to support the IFC technical lead.
Technical-Related Financial Analysis
- Conduct analyses: Work closely with IFC technical and investment teams to perform any necessary technical-related financial analyses that are not provided by the LTA, offering insights to enhance lenders’ understanding of project viability.
- Provide expert recommendations: Present findings and actionable recommendations based on technical and financial analyses to support IFC decision-making.
Deliverables
The STC is expected to provide the following deliverables:
- Monthly progress reports: Summarizing activities, technical assessments, and key communications among stakeholders.
- Technical review summaries: Documenting assessments of LTA deliverables and feedback provided to lenders.
- Technical analysis reports: Outlining insights and recommendations from any technical-related financial analyses conducted.
Qualifications
The STC should possess the following qualifications:
- A minimum of 20 years of engineering experience, with significant involvement in major water sector projects, particularly water supply (experience in desalination will be preferred) and conveyance.
- Demonstrated experience in large project finance projects, including technical due diligence for major water infrastructure projects.
- Strong analytical skills with a thorough understanding of technical and financial aspects of major water supply and conveyance projects.
- Excellent communication and stakeholder management skills.
Employment Terms
- The STC will be employed under the World Bank terms of service for up to 100 days per year.
- The appointment will be on an annual basis for the duration of the Project, with potential for renewal based on performance and project needs.
Reporting
The STC will report directly to Gregory Koffi KPEGLI Water Industry Specialist at IFC and will provide regular updates on progress, challenges, and any significant findings related to technical matters.
