Qualification:
• Graduate in Engineering / Agriculture / Horticulture / Forestry or allied Fields; Or a Post Graduate in Science / Humanities from reputed institutions with good communication skills in English and vernacular (Bengali) along with good computer skills, Reporting skills Presentation Skills and good Leadership skills.
• 7-8 years’ of rural development work experiences related to NRM, Livelihoods with experience.
• The Candidate should be able to collaborate with relevant stakeholders / agencies to improve coordination and programme delivery on the ground.
• Computer proficiency is needed.
Job Description
• Leading the team in terms of HR planning, action plan preparation and guiding the team to execute the High Impact mega Watershed Phase 2.0 project successfully.
• Supporting the team at the block level to strengthen community based institutions and PRIs in developing and executing GP based plan.
• Collaboration with existing community institutions like VO & CLF and support in developing and executing village development plan.
• Providing technical support to MGNREGA department on developing GP level GIS based plan with DPR preparation.
• Developing 2-3 model watershed per panchayat in one block.
• Formation of APC and market led livelihood activities has to be established at the block level with support of women’s collectives, strengthening of business institutions like PG/PC to ensure sustainable income for the women.
• Facilitate participatory processes in planning, implementation and project monitoring of works under MGNREGS and convergence with involvement of all the stakeholders at the grassroots.
• Establish and nurture healthy working relationships with all relevant Stakeholders – NGOs / Govt. agencies/ PRIs and community institutions (SHG, FPO, etc.) to ensure smooth delivery of the Project,
• Support the functionaries and team to make plans for farm and farm allied activities to enhance their livelihoods, post implementation of MGNREGS,
• Building linkages with market, financial institutes, knowledge institutes and other relevant stakeholders for establishing Agriculture production clusters in the blocks,
• Guide, mentor and field accompaniment to team members, demonstrating innovations.
• Providing assistance to Team members in the preparation of technical training materials and training modules and take up active roles in conducting / facilitating training and exposure visits for team members, govt. & PRI functionaries, Community institutions,
• Support functionaries of MGNREGS and the CSO Team in revisiting INRM DPR, preparing Livelihood plans, implementations of the planned interventions. The focus here would be to integrate INRM and farm livelihoods in comprehensive manner adopting Agriculture Production Cluster development approach.
• Capacity building of stakeholders at the grassroots such as the rural community, the duty bearers of Panchayat and frontline functionaries of the Government. Here the focus would be on building perspective and know-how on INRM concepts and principles, measures to improve hydrology and enhancement of livelihoods of the local communities,
• To administer and manage the implementation of the MGNREGS and convergence in the identified blocks.
• To take part in the periodic meetings (Block, District, State) with Panchayati Raj Institutions and Government to jointly review the progress, share livelihood plans and work for convergence of resources from other departments,
• Ensure compliance with all systems and processes including documentation and timely progress reporting to BRLF, PRADAN (Lead CSO) & Government.
• Ensure sustainability of the programme through periodic consultation with stakeholders.
• The Team Leader should be posted in the Project Field Head office of the project area.
• Two wheeler with valid license & laptop are mandatory for the post.
