Position Description
RTI seeks a Deputy Chief of Party-Operations for an anticipated USAID funded $50-100M integrated water resources management (IWRM) activity. This position will be responsible for assisting the Chief of Party (COP) in the operations and financial management. The DCOP-Operations will be responsible for the day-to-day oversight and management of project operations, finance, administration, logistics, procurement, and subcontracts (i.e., partners). The DCOP-Operations will provide guidance and leadership to operations staff and ensure compliance with USAID standards and regulations.
Position is contingent upon award and funding.
Responsibilities
Your primary responsibilities will include but not be limited to:
- Provide day-to-day management for operations and staff, including accounting, administration, operations, grants, procurement, contractual and regulation compliance, logistics, security, and human resources.
- Manage a team of professionals in operational management and support roles, providing strong oversight and supervision.
- Monitor and review project budget and expenditures, financial forecasts to ensure compliance with client regulations.
- Ensures that managerial, administrative, and financial procedures comply with USAID policies and procedures.
- Liaising closely with COP and Senior Management Team to ensure that operational strategy aligns with technical priorities and that all administrative, operational, and finance standards and requirements are met.
- Ensure that a high-quality program is delivered; that performance targets are met; that contractual obligations are met in a timely and cost-effective manner; that subcontracts are well managed; and that coordination with all partners and stakeholders is well-managed and well communicated.
- Applying knowledge of USAID regulations and compliance; building capacity of project staff and partners in systems and processes as needed to equip them to adhere to these regulations.
- Responsible to ensure all staff receives adequate security and operational support and that Standard Operating Procedures are implemented.
Qualifications
- Bachelor’s Degree and 12 years of experience, Master’s degree and 10 years of experience with a degree in a relevant field.
- At least eight years of relevant professional management experience in donor-funded project administration and backstopping, including personnel management, financial management, and grants administration; preferably USAID related projects
- Fluency in USAID’s policies and procedures concerning human resources, financial management and reporting, procurement processes, systems, and grant management.
- Excellent interpersonal, diplomacy, and leadership skills, including the ability to manage high-level relationships.
- Experience and familiarity with Bangladesh is required
