Objective and Purpose of the Assignment

The Flood Risk Management Specialist will support the CPIU River and Coast to developing National FRM
planning and engineering guidelines incorporating climate resilience, NBSs, and gender-responsive
consisting of Flood Risk Management Plan, data collection (survey) procedures with the latest
technology, design criteria for flood control structures and operation and maintenance for Phase 1 stage
as per FMNJP CS-06 Packages.

Scope of Work

The Flood Risk Management Specialist will responsible in phase 1 stage of development National FRM
planning and engineering guidelines.

Detailed Tasks and/or Expected Output

The major duties and responsibilities will include, but are not limited to the following
1.Review of the KP sungai and related, relevant and referenced norms for infrastructure design and
climate and disaster resilience
2 Review the latest scientific reports and studies on integration of climate change, geophysical
hazards, and NBS into infrastructure assessment and design standards internationally.
3 Comparative analysis of international climate and disasterresilient infrastructure standards to make
it consistent with the international best practices
4 Inventory and review of relevant guidelines and norms for flood management projects
5 Assess gaps in current infrastructure design standards to ensure climate- and disaster-resilience and
low-carbon strategies by:
i) Review methodologies and processes for hydrometeorological data collection and analysis, and
hydrodynamic and sediment transport modelling,
ii) Review flood control management sections of the KP sungai and make recommendations for integrating
them with national policies on water resource management, including the National Flood Management
Strategy, including nature based solutions (room for river, off stream storage, multiuse of
retention/retarding basins, and water collector systems), iii) Integrated Water Resource Management
(IWRM) principles in the design of flood control structures
6 Develop recommendations for revising the KP sungai, including options for structuring the revisions
7 Facilitate stakeholder consultations with MPWH and other relevant agencies to gather input and
consensus on the identified gaps and proposed revisions
8 Propose an approach to consider regional differences in climate projections and provide region-
specific guidance.
9 Map the process for developing and updating infrastructure policies, design guidelines, and standards,
incorporating other applicable standards such as SNIs.
10 Lead the consultant team (individual consultant under CS-22) in coordination of inputs of individual
specialists in respect to their responsibilities;

Minimum Qualification Requirements

The individual consultant should have a minimum Doctoral degree in civil engineering/water resources
management/river engineering, with at least 10 years of working experience after he/she graduated from
the doctoral’s degree. Within this 10- year period, He/she must have substantial experience in designing
and implementing of water resources in river management and/or flood control, and preferred in
Indonesia. He/she should have Ahli Utama certificate for Water Resources. He/she should have excellent
communication skills in English (written and oral).

Minimum General Experience: 10 Years
Minimum Specific Experience (relevant to assignment): 10 Years
