Job description

No matter how beautifully a river meanders through a landscape, it can be just as polluted beneath the water surface. Water quality has received a lot of attention in recent years. Clean water in our ditches, rivers and soil is of vital importance to humans and animals. We must protect drinking water sources and surface water and improve the quality.

As a wastewater consultant, you contribute to the protection and improvement of drinking water sources and surface waters with your knowledge of chemical water quality. Are you an expert who can translate rules and policies and coordinate them with colleagues inside and outside the organization? Then we are looking for you, so read on quickly or apply directly!

How you contribute in your role

Rijkswaterstaat advises the Ministry of Infrastructure and Water Management and the Ministry of the Interior and Kingdom Relations on legislation, regulations and policy for wastewater discharges and water management in the Netherlands.

We are looking for a wastewater consultant with expertise in (chemical) water quality, who will support us with issues concerning wastewater discharges, water quality and the associated legislation. You will advise the ministry on both existing and new policy and act as a link between policy and implementation. You will do this together with your colleagues from the Water Chain team, sharing policy knowledge with environmental services, water boards and other stakeholders during network meetings. You will translate practical experiences into advice for the ministry.

In addition, you will work for the Ministry of the Interior and Kingdom Relations on questions about the Environmental Act via the Information Point for the Living Environment (IPLO). You will answer questions about wastewater discharges and the associated legislation and regulations for executive authorities, citizens and companies and keep the IPLO website up to date.

You will work together with partners in the network, for example in the European regulation for the reuse of WWTP effluent, the Water Framework Directive and new rules on discharge bans. You will also contribute to coordinating tasks within the Water Chain team, for which you will take on part of the responsibility.

This is where you get satisfaction from

As a wastewater consultant at Rijkswaterstaat, you get satisfaction from contributing to the protection of the environment and water quality. Your work has a direct impact on the living environment of people and nature, which makes you proud. You are motivated by the challenge of practically applying complex laws and regulations for executive authorities, companies and citizens.

The collaboration with various stakeholders, such as environmental services and water boards, offers you valuable experiences and learning moments. The varied work, from policy advice to answering questions about the Environmental Act, makes your work dynamic. It gives you satisfaction to know that your work contributes to more sustainable and better water management in the Netherlands.

More about your future department

Do you want to work at Rijkswaterstaat within Water, Traffic and Environment (WVL)? This organizational unit is leading in thinking about, and preparing for, major transition issues, such as climate adaptation and circularity. WVL anticipates challenges, opportunities and possibilities for a future-proof Netherlands by developing, managing and sharing knowledge.

WVL works closely with knowledge institutes, local governments and market parties from the Netherlands and abroad. This often involves scarce, very specific knowledge such as sustainable and smart mobility, an approach to litter around and in our roads and in our waters, and innovations such as a circular viaduct. Research is also being conducted into how water can be retained better in times of drought. Furthermore, WVL monitors and analyzes traffic accidents and optimizes safety on and around the roads for people, animals and nature.

In total, more than 900 people work at WVL, spread over four directorates: Operations, Purchasing & Performance Management, Accessibility & Network Quality, Safety & Water and Environment.

Department of Chemical Water Quality, Wastewater and River Basin Coordination

The department of chemical water quality wastewater and river basin coordination has in-depth knowledge and expertise of water quality, usage functions (bathing water, drinking water, cooling water, recreation and shipping), emissions and sources of pollution in both fresh and salt water systems. With this knowledge we support Rijkswaterstaat and the ministries of Infrastructure and Water Management, Agriculture, Nature Management and Food Quality, and Economic Affairs and Climate in, among other things, the implementation of the EU Water and Marine Framework Directives.

We also contribute to complex issues around permitting and enforcement and monitor the effectiveness of measures and other interventions in the water environment in large water systems. Furthermore, the Water Chain team (as part of the Information Point Living Environment) provides explanations of the laws and regulations under the Environmental Act on discharges and water management. The department consists of approximately 30 employees.

Rijkswaterstaat

Rijkswaterstaat is the executive organisation of the Ministry of Infrastructure and Water Management and consists of 6 national and 7 regional organisational units. For more than 225 years, we have been working daily on a safe, liveable and accessible Netherlands. We manage and develop the national roads, waterways and waters and focus on a sustainable living environment. Together with others, we work on a country that is protected against flooding. Where there is sufficient greenery, and sufficient and clean water. And where you can travel quickly and safely from A to B. Working together on a safe, liveable and accessible Netherlands: that is working at Rijkswaterstaat.

Talent as a basis, diversity as a strength
Rijkswaterstaat is an inclusive organisation. An organisation that offers space to everyone and that uses the power of the diversity of employees to achieve better results for the Netherlands. Inclusive means that everyone feels involved and valued; not despite, but because of the differences. That is why we would like to invite you, if you recognise yourself in this vacancy, to apply.
