Government of Uganda has received financing from the World Bank towards the cost of the Irrigation for Climate Resilience Project (ICRP) and intends to apply part of the proceeds for Consultancy services for Formulation of a National Irrigation Master Plan for Uganda.
The objective of this assignment is to prepare a comprehensive National Irrigation Master Plan for Uganda to enable prioritized investments that improve water management and agricultural productivity, including improved resilience to impacts of climate variability and change, through approaches that are economically viable, socially desirable, and environmentally sustainable.
The Consulting services (“the Services”) will entail; Irrigation Infrastructure Development (Agronomy Assessment, Irrigation Water Demand Assessment, Assessment of Irrigation Potential Area, Delineation, Categorization and Mapping of Irrigation systems and schemes, Integrated Water Resources Management and Availability, identification and classification of a ladder of options for small holder farmers, schematic designs for irrigation systems and schemes, and Environmental and Social Assessment), Enabling Productive Irrigation Agriculture Services, Sustainable Institutional Development of Irrigation Agriculture, and Irrigation Investments, Financing, and Implementation Planning.
The implementation period of the assignment is 12 Calendar Months.

The Ministry of Water and Environment (MWE) now invites eligible Consultancy firms to indicate their interest in providing the services. Interested consultancy firms should provide sufficient information demonstrating that they meet the required qualifications and relevant experience to perform the services. The shortlisting criteria are:
- Minimum of 15 years of core business as a consultant in undertaking strategic planning for Water Resources Infrastructure Development Projects.
- The Consultant shall demonstrate experience in carrying out at least one (01) large scale water infrastructure strategic planning project in the last 10 years of a value of at least US$ 0.75 Million. The assignments must include significant engineering infrastructure such as dams, bulk water supply systems and or large-scale irrigation systems i.e., 3,000ha and above.
- The Consultant must demonstrate experience in carrying out at least two (02) Feasibility Studies and design assignments for medium to large scale irrigation i.e. 3,000 ha and above, in the last 10 years.
- The Consultant must submit the firm’s organogram to demonstrate technical and managerial capability.
- Presence of appropriate skills among staff in the areas of: Irrigation Engineer, Water Resources Expert, Geographical Information Systems – Remote Sensing (GIS-RS) Expert, Hydraulic Engineer, Dam/Geotechnical Engineer, Soil Expert, Agronomist, Agribusiness Specialist, Social Development Specialist, Irrigation Management / Institutional Expert, Environmental Specialist, Financial and Economic Analyst (Please do not submit CVs and bio data of experts at this stage).
For criteria (ii) and (iii), The Consultant must attach Contract Agreements and Completion Certificates of the completed similar assignments in English, in addition to an elaborate description of actual scope and value of work undertaken.
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) Method set out in the World Bank Procurement Regulation November 2020.
Information and clarifications can be obtained not later than three days to the date of submission at the address below during office hours (Monday to Friday, 08:30 – 17:00 hours, except on public holidays).
Expressions of interest (One original plus three copies) must be delivered in a written form to the address below on 10th January 2025 at 11:00 a.m. The packages must be clearly marked as; “Expression of Interest for consultancy services for Formulation of a National Irrigation Master Plan for Uganda.”
